Port of Everett <br />SMA 2-91 <br />Page -2- <br />After due consideration of the testimony and evidence presented by the <br />Applicant; testimony and evidence elicited during the public hearing; and as <br />the result of the personal inspection of the subject property and surrounding <br />areas by the Everett Hearing Examiner, the following findings of fac. and <br />conclusions constitute the basis of the decision of the Everett Hearing <br />Examiner. <br />FINDINGS OF FACTS <br />1. The Applicant requested approval of a permit for activity to occur on <br />Pier 1 and Pier 3, west of Terminal Avenue, north of Bond Street, and <br />south of California Avenue. The activity includes the removal of an <br />existing Alumina handling facility on Pier 1 and the replacement with a <br />new handling facility located on Pier 3. In addition, the loading <br />capabilities of the crane will be removed from Pier 1 and replaced by a <br />mobile ^_rane similar to a Manitowoc 4100. <br />2. No construction activity will occur at the bulkhead and no additional <br />development activity will occur in the water. The construction activity <br />will be limited to the replacement of the Alumina handling facility on <br />Pier 1 and the replacement with a new handling facility on Pier 3. <br />3. The specific improvements include removal on Pier 1 of the crane, the <br />elevated conveyor belts, the conveyor belt turning structure located <br />south of the Port's office, and the equipment located on the top of the <br />storage dome. <br />The improvements to Pier 3 will include a mobile pumping device which <br />will consist of a vacuum arm and a series of vacuum and pressure tanks <br />and compressors mounted in a steel framework. There will be a pneumatic <br />unloading unit consisting of 46 square feet. When retracted, the vacuum <br />arm will increase the overall height of the device to approximately 100 <br />feet. There will also be a pump, pressure tanks, compressors, <br />electrical equipment, vacuum arm, and related equipment mounted on a 42 <br />foot wide by 60 foot long wheel mounted platform. <br />4. A pipeline conveyor system will be buried between Pier 3 and the <br />northwest edge of the storage dome to be located on -site. The piping <br />will extend to the top of the dome supported on vertical and horizontal <br />trusses. There will be dust collecting equipment located on the <br />northwest edge of the dome. All piping will be internal. <br />5. There will be a crane located on Pier 1 which will be mobile and mounted <br />on caterpillar type tracks and capable of moving freely around the pier <br />and other areas of the Port. The structure of the crane will be <br />approximately 45 feet tall and will extend to a maximum of 200 feet with <br />the boom fully elevated. <br />
