t <br />34. Placement and screening of refuse disposal areas must be provided per Section 39.080 of the <br />Zoning Code as follows: <br />a. Garbage receptacles, dumpsters, and recycle bins shall be provided in all multiple family, <br />commercial, industrial, and institutional developments and shall not be located in a required <br />front yard setback area, or street side setback area for corner lots. Where an alley abuts a <br />lot, the garbage receptacles, dumpster, or recycle bin shall be located adjacent to the alley. <br />b. All garbage dumpsters and recycle bins must be screened from view from the street and <br />from adjacent properties. This screening may he done using dense vegetation or by placing <br />the dumpster or recycle bin in a structural enclosure such as masonry or wood. <br />For specifics on design of refuse and recycling facilities, contact Rubatino Ret; se Removal. <br />Inc. at 259-0044 for areas generally north of 112th Street. For areas east of 1-5 from Valley <br />View south, contact Waste Management Northwest, Inc at 337-1197. <br />35. Any rockeries or retaining walls proposed in required setback areas must be in conformance with <br />Section 39.150 of the Zoning Code. <br />36. Rooftop mechanical equipment, including vents, must be screened per Section 39.040 of the Zoning <br />Code. Screening may include the use of paint and/or other architectural embellishments which will <br />minimize the appearance of the appurtenances. Painting shall be visually harmonious to that used <br />on the existing buildings. <br />37. Building setbacks for the R-2-1 zone area are as outlined in Ordinance 2232-97, and include a 20 <br />foot setback for new buildings from all property lines. However, the Planning Director may allow for <br />the modification of setbacks to allow for proper building function. The proposed arts and sciences <br />building is located less than 20 feet from the eastern property line. The Planning Director has <br />determined that the proposal is consistent with the intent of the ordinance and the setback <br />modification is necessary to allow for proper building construction. The acquisition of properties to <br />the east of the proposed arts and sciences building will result in the subject setback line becoming in <br />interior lot line; the properties located to the east of the subject site are currently zoned B-2, and will <br />soon include the Institutional (1) overlay. The reduced setback will help insure the minimum amount <br />of parking is eliminated from the site. Any proposed development within the future B-2-1 zone will <br />be subject to the setbacks as established by the underlying B-2 zone. <br />38. Building height for structures within the R-2-1 zone area are as outlined in Ordinance 2232-97. For <br />the purposes of the construction of the arts and sciences building, and its relative overall height, it <br />has been determined that the perimeter of the campus will be considered the boundaries of the I <br />c crlay. <br />39. Landscaping for the R-2-1 zone area shall be as outlined in Ordinance 2232-97. The perimeter <br />landscaping along Broadway Avenue should not be disturbed during the construction of the new arts <br />and sciences building. Any perimeter landscaping which is displaced or damaged shall be <br />replanted. Landscaping must be provided per Section 35 of the Zoning Code for the B-2-1 zoned <br />properties. At a minimum this must include the following: <br />a. A landscape strip a minimum of 10 feet wide must be provided along Tower Street and <br />Broadway Avenue in the area of the new parking area. This area shall be planted with Type <br />III landscaping. <br />
