b. A landscape strip a minimum of five feet wide must be provided along the interior property <br />lines of the new parking area. This area shall be planted with Type III landscaping. The <br />college has identified additional properties within the triangle to purchase and demolish for <br />the purposes of providing additional parking. In lieu of providing a landscape strip at the time <br />of the first phase of parking lot construction, the applicant may provide a sight obscuring <br />fence to provide a screen between the remaining residential and commer;,ial structures and <br />the new parking lot. If the parking area is not expanded witnin the next five years, as <br />proposed by the college, than the interior landscaping will need to be provided. Tha <br />applicant shall prepare a covenant acceptabie to the City acknowleiging this lands -,ape <br />requirement. <br />c. A minimum of 1 tree shall be planteo per every 6 parking stalls within the interior of the <br />perking lot. Landscape areas must he planted and located per Section 35.080E of the <br />Zoning Code. <br />Prior to issuance of any permits, landscaping plans must be reviewed and approved by the <br />Planning Department per Section 35.100 of the Zoning Code The landscaping plan must <br />show location and dimensions of required vegetated swales, wetponds, detention ponds, <br />rockeries and retaining walls, and grading at 2 foot intervals. Irrigation systems must be <br />provided in all landscaped areas per Section 35.130 of the Zoning Code. A 2 year <br />maintenance assurance device must be provided for the landscaping per Section 35.1306 of <br />the Zoning Code. <br />40. The following arterials and highways are designated as "gateways corridors" for which particular <br />attention will be given to the design and maintenance of public improvements and the application of <br />standards to development of abutting properties: Broadway north of 41 A Street, West Marine View <br />Drive, Pacific Avenue, Hewitt Avenue, Everett Avenue, Rucker Avenue between 19th Street and <br />43rd Street, Colby Avenue, Mukilteo Blvd, 41s1 Street, Evergreen Way, 19th Avenue SE, 128th — <br />132nd Street corridor, SR 526, and Interstate 5. <br />41. In accordance with City Council Resolution No. 5600 prior to each phase of construction the College <br />will be required to submit a construction mitigation plan to the Planning Department. <br />42. The design and implementation of public improvement projects undertaken in any of the designated <br />gateway corridors identified above shall include aesthetic as well as functional considerations in <br />order to support and enhance the visual quality and character of the city. Such aesthetic <br />considerations shall include, but not be limited to, appropriate street trcos and plantings, utility <br />structures such as street lighting and traffic control devices, public right-of-way signs, retaining walls <br />and pedestrian safety rails, bicycle lanes, transit benches and shelters, and other right-of-way <br />improvements as appropriate. <br />43. The design of sites, buildings, landscaping and signs which are developed on properties abutting the <br />designed gateway corridors should be of a quality that upgrades and enhances the aesthetic <br />character of the City in general and the immediate areas in particular. <br />44. The City shall work with property and business owners along gateway corridors to develop and <br />implement streetscape improvement plans both within the public right-of-way and on properties <br />
