I . <br /> Summary of Office Administration (Record Keeping): <br /> Assist the City in providing documents and records of general compliance. It has been noted that <br /> this project includes federal funds. Therefore, it is assumed that record keeping will be consistent <br /> with Local Agency Guidelines. Items of work may include the following: <br /> 1. Provide a full time on-site Construction Manager. <br /> 2. Recommend approval of Progress Schedule. <br /> 3. Recommend approval of working drawings. <br /> 4. Assist with preparation, and recommend approval of, periodic requests for payment submitted by <br /> the Construction Contractor. <br /> 5. Obtain Request to Sublet. <br /> 6. Track and submit to Local Programs Contractors quarterly reports for DBE participation. <br /> 7. Obtain and approve Request for Material Sources. <br /> 8. Maintain record of earth, gravel, concrete,and asphalt delivery tickets (if required)that are <br /> collected by the Field Representative. <br /> 9. Collect Manufacture's Certificates of Compliance. <br /> 10. Prepare any suspension letters and letters acknowledging substantial completion and final <br /> completion for City approval. <br /> 11. Prepare Notice to Proceed letter to contractor for City signature. <br /> 12. Obtain Notice of Intent to Pay prevailing Wage and Affidavit of Wages Paid. <br /> 13. Prepare any change orders for City signature. <br /> 14. Collect test reports from the materials testing lab for compliance with the information given in <br /> the contract documents. <br /> 15. Complete Manufacturer's Certificate of Compliance Checklist. <br /> 16. Track training requirements. <br /> 17. Track DBE requirements. <br /> 18. Track force account costs. <br /> 3. CONSTRUCTION OBSERVATION <br /> Provide the services of one full-time Construction Observer(CO) on the project site who will <br /> observe the technical conduct of the construction, including providing day-to-day contact with <br /> the Contractor and the City. <br /> 3.1. Provide on-site observation and monitoring to observe the technical conduct and progress of <br /> the construction. The CO shall not be responsible for the means, methods, techniques, or <br /> procedures of the construction selected by the Construction Contractor(s) or for any failure <br /> of Construction Contractor(s) to comply with laws, ordinances, rules, or regulations <br /> applicable to the construction work. The parties recognize that the Construction <br /> Contractor(s) is responsible for ensuring that construction is in accordance with the plans <br /> and specifications. <br /> 3.2. Project Daily Report. Prepare daily construction reports, detailing the Construction <br /> Contractor's operations performed for each day, records decisions and observations of a <br /> 1 general or specific nature in chronological order.
