11, <br /> documented in the Final TM will constitute a "Design Freeze" and any changes in these decisions <br /> may require additional budget and/or schedule allowance. <br /> 1.5 Design Drawings. Prepare preliminary and final design drawings for the reservoir liner project, <br /> following the list of drawings shown in Attachment 1. Provide five copies of half size drawings (on <br /> standard 11"x17" sheets) for the preliminary (90 percent) submittal. For drawings C-1 through C-4 <br /> existing reservoir drawing plans will be optically scanned and used for the background of each <br /> sheet, with project-specific information overlaid. Detail drawing sheets will be based on work <br /> previously developed by MWH, with minor project-specific modifications. The City shall have up to <br /> four days for drawing review, prior to a review meeting to discuss City comments and receive <br /> consolidated 90 percent review comments from the City. Final revisions will be made to the <br /> drawings and included in the final bid documents. <br /> Provide one reproducible set of final drawings on standard 22" x 34"bond sheets based on the list of <br /> drawings included herein. It is assumed the work will be bid as a single bid package. Final <br /> electronic copies of the drawings will be provided in AutoCAD (DWG) format, following City <br /> CADD standards for site plans and MWH CADD standards for details and General sheets. <br /> The final design will be based on decisions summarized in the Design Criteria TM and include the <br /> following design elements: surface preparation, plan for modifying concrete liner joint gap to <br /> support the new liner, geomembrane liner system including geotextile support system, liner <br /> anchoring system and liner improvements adjacent to the reservoir inlet pipe. MWH subconsultant <br /> (Dennis Gerber) will assist in development and design of the proposed liner layout, configuration <br /> and anchoring system. <br /> 1.6 Contract Specifications. Prepare preliminary and final specifications, contract and bidding forms, <br /> referred to as Contract Documents, for the reservoir liner project. The Contract Documents will be <br /> prepared using the City's front end documents and general conditions (based on the <br /> WSDOT/APWA Standard Specifications) and MWH's Division 1 — General Requirements and <br /> Technical Specifications (Division 2 through 13) based in CSI format. The front end documents <br /> will be prepared using the Contract Documents sections from the Water Transmission Lines 2 and 3 <br /> Phase 6 Project as starting point. The technical specifications will be limited to those sections <br /> required for installing the geomembrane liner material. MWH subconsultant (Dennis Gerber) will <br /> assist in development of the liner technical specification section. Provide five copies of the <br /> specification document for the preliminary (90 percent) review submittal. Meet with City staff for a <br /> design review meeting after the 90 percent submittal. After receipt of the consolidated 90 percent <br /> review comments from the City, final revisions will be made to the 90 percent specifications and <br /> included in the final bid documents. Provide one reproducible set of final specifications. Final <br /> electronic copies of the specifications will be provided in Microsoft Word format. The electronic <br /> copy of the final specifications will be provided to the City on CD. <br /> 1.7 QA/QC. Provide internal quality project review by senior personnel experienced in the design of <br /> reservoir liners to provide general guidance and design criteria recommendations. This project <br /> review will be conducted prior to the 90 percent design submittal. <br /> 1.8 Bidding Assistance. Assist the City as needed during the bidding process. Receive and respond to <br /> questions and inquiries as requested by City from prospective bidders during the bidding period. <br /> Prepare and attend if requested, one prebid conference meeting located at the City's office. As <br /> requested by the City prepare addenda items determined necessary to clarify or correct the Contract <br /> Documents in response to questions received from Bidders by telephone and at the prebid <br /> conference. Up to one addendum is budgeted for this subtask.
