1t <br /> PHASE I—DELIVERABLES: <br /> • Design Criteria Summary Technical Memorandum <br /> • 90 Percent Drawings and Specifications <br /> • Final (100%)Reproducible Bid Documents <br /> • One Bid Addendum <br /> PHASE II — CONSTRUCTION SERVICES <br /> Phase II services will be to provide inspection and engineering support during construction of the <br /> Reservoir No. 3 Re-Lining Project. MWH will provide these services as requested by the City on an as- <br /> needed basis throughout the construction. The level of effort for construction services of this scope has <br /> been estimated based on MWH's understanding of the project at this time. Construction duration is <br /> assumed to be up to twelve weeks, including up to four weeks of on-site activities. <br /> 2.1 On-Site Field Observation and Monitoring. Provide on-site field observation and monitoring to <br /> observe the quality and progress of the construction to ensure provisions of the construction contract <br /> documents are being fulfilled. Provide inspection of the installation to guard the City against defects <br /> and deficiencies in the work of the Contractor, and to advise the Contractor when defects and <br /> deficiencies are observed in the work. For budgeting purposes, it has been assumed that up to four <br /> weeks of full-time(160 person-hrs)of inspection will be provided by a subconsultant. <br /> MWH or MWH's construction inspector shall not be responsible for the means, methods, <br /> techniques, or procedures of construction selected by the Contractor(s) or for the safety precautions <br /> and programs incident to the work of Contractor(s) or for any failure of Contractor(s)to comply with <br /> laws, ordinances, rules, or regulations applicable to the construction work. The parties recognize <br /> that the Contractor(s) is responsible for ensuring that construction is in accordance with the plans <br /> and specifications. <br /> Notwithstanding any inferences, references, or omissions to the contrary contained within this <br /> document, the City understands that MWH would not direct any Contractors or subcontractors, at the <br /> job site, and it is hereby agreed that MWH would assume no obligation for any acts, errors, or <br /> omissions of parties other than MWH. <br /> 2.2 Project Daily Report. Complete a daily report (when inspector is on-site) that records decisions <br /> and observations of a general or specific nature in chronological order. <br /> 2.3 Coordinate Testing and Inspection. Coordinate,report, and log the results for field sampling,field <br /> testing, and laboratory testing (if necessary) of geomembrane material to determine compliance of <br /> those materials with construction contract requirements. In those instances where unsatisfactory test <br /> results are obtained, follow through with notification to the Contractor, and retesting of the materials <br /> after corrections are made. <br /> 2.4 Progress Payment Verification. Review Contractor's monthly payment requests. Collect and <br /> tabulate all quantity delivery tickets. Verify Contractor's estimates of completion levels. Maintain <br /> record of all quantity calculations and substantive certifications and provide copies of such records <br /> to the City. <br /> 2.5 Photographs.
