"EXHIBIT A" <br /> CITY OF EVERETT <br /> MULTIPLE FAMILY DESIGN GUIDELINES <br /> (Adopted by Resolution# 4618 ) <br /> Introduction. Citizens of Everett have frequently voiced concern about the character, quality, safety <br /> and design of high density housing developments in the City. In particular, residents have indicated <br /> the importance of higher density housing being compatible with existing neighborhoods. The <br /> Everett Comprehensive Plan reflects this priority of Everett's citizens with several policies which <br /> call for improving the design quality of multiple family housing. The Planning Commission and <br /> City Council have decided that Zoning Code changes to allow for increased residential densities <br /> must be accompanied by guidelines that ensure that higher density housing fits into the community, <br /> enhances safety and existing neighborhoods. These Multiple Family Design Guidelines ("design <br /> guidelines"or"guidelines") are a companion to the City's zoning regulations and are to be used to <br /> provide quality multiple family housing development in the City. <br /> A. Intent. These design guidelines are intended to encourage development of multiple-family and <br /> single family attached housing in Everett that creates a desirable environment for residents, enhances <br /> safety, and which reinforces and enhances the desirable qualities of the City's neighborhoods. The <br /> basic goal of the guidelines is to improve the livability of Everett's multiple family development and <br /> enhance the quality of life for residents within and adjacent to new multiple family housing. The <br /> design guidelines are not intended to add unnecessarily to the cost of housing. These guidelines <br /> supplement the development standards of the Zoning Code and are to be used to design multiple <br /> family and single family attached housing sites and buildings. The guidelines do not dictate any <br /> particular architectural style, and are intended to encourage quality, and allow creativity by <br /> designers. <br /> B. Applicability. All multiple family and single family attached developments (3 or more dwelling <br /> units) shall comply with these design guidelines. The Zoning Code contains regulations related to <br /> multiple family housing. Open space, recreation,parking location, pedestrian and vehicle access, <br /> safety, and certain building design requirements are regulated by the Zoning Code. These guidelines <br /> contain examples or suggestions for meeting the design requirements of the Zoning Code. Use of <br /> these guidelines will aid in designing a project which meets the requirements of the Zoning Code, <br /> and avoiding a design which does not meet the code requirements. <br /> C. Review Process. The Planning Department will administratively review projects for compliance <br /> with the requirements of the Zoning Code. The City requires an applicant to submit plans for a pre- <br /> application review prior to formal submittal in order to provide advice concerning various City <br /> requirements. This process will also be used to provide information and suggestions to the applicant <br /> concerning compliance with Zoning Code standards and these design guidelines. The guidelines <br /> contained herein will also be used to assist the Planning Department staff to determine if the project <br /> meets the design related requirements of the Code. The City shall have the authority to require <br /> revisions to a project design which does not meet the Design Guidelines, and to suggest revisions <br /> which will result in a design which meets both the code requirements and design guidelines. Any <br /> appeal of a decision made by City staff in the administration of these guidelines shall be reviewed by <br /> the Hearing Examiner, in accordance with the Administrative Procedures Ordinance. <br />
