9 <br /> The third task will be a comparison and assessment of the benefits and costs of <br /> having scheduled commercial air service at Paine Field. <br /> The analysis of benefits and costs will have two components: <br /> • The first component will be the application of efficiency criteria. That <br /> is, do benefits exceed costs and, if they do, is the margin between <br /> them large enough to warrant a public policy initiative to bring <br /> scheduled commercial air service to Paine Field? <br /> • The second component will be the application of equity criteria. That <br /> is, the benefits of having scheduled commercial air service at Paine <br /> Field will be distributed over the airport's entire catchment region <br /> while costs will be concentrated in neighborhoods close to the <br /> airport. If this type of equity-disconnect is found between in the <br /> distribution of costs and benefits, alternative mitigation strategies will <br /> be discussed and recommended to make households surrounding <br /> Paine Field "whole." <br /> Final task in Phase 2 will be the drafting and delivery of a Final Report <br /> documenting all of the Phase's findings, conclusions and recommendations. <br /> While all of the above Phase 2 tasks will be done if Phase 2 goes forward, the <br /> degree of detail will be determined by the Phase 1 finding. A five year forecast <br /> of ten scheduled commercial operations a day will require considerably less <br /> analytical detail than will a forecast of 100 operations a day. The final <br /> specification of the Phase 2 detailed work scope will therefore not be made until <br /> the completion of Phase 1. <br /> Page 10 <br />
