3 <br /> The question before the Historical Commission is whether Mark's service meets the <br /> criteria in City Council Resolution No. 5865 which adopted a policy for naming facilities <br /> in the City. Criterion 3 states,"Buildings or facilities may be named for an individual if <br /> that individual has enhanced the quality of life within the city....Outstanding service shall <br /> be performed in one or more of the following categories"A through H. Mark Nesse has <br /> performed in not one,but all of the cited categories, as I will detail. <br /> A. Involvement in a leadership role in civic organizations which are devoted to <br /> community improvement. <br /> Mark is a long-time member of Rotary and the Rotary youth foundation. He's a real sage <br /> in the organization. He got the Greater Everett organization. He has been a board <br /> member of the Red Cross and the Everett School Board. <br /> B. Assistance to the underprivileged, economically disadvantaged,physically and/or <br /> mentally handicapped. <br /> When the Everett Library provided funding for an African storyteller from Kenya,Mark <br /> arranged to have several nearby schools bring classes in the morning,which included a <br /> substantial group from Hawthorne Elementary who might not otherwise been able to <br /> attend. The principal at Hawthorne said their PTA had a hard time coming up with <br /> funding for such projects,particularly live performances. Mark's comment on this <br /> function, "This is why I just love this workâthe almost boundless ability to do good <br /> things for other people" embodies his philosophy. <br /> C. Actively promoted and directed community events and activities which have clearly <br /> added to the enrichment of the quality and quantity of cultural life within the community. <br /> All the events and activities of the Library fall under this categories, including the <br /> authors' events. <br /> D. Actively promoted and implemented effective youth programs and activities within <br /> the community. <br /> The Library's department for children is one of the best in the state. The Mayor's <br /> Reading Awards is a great program. In addition Mark has served on the School Board <br /> for the Everett School District,the Camp Fire Foundation Board and Associate Board, <br /> the Rotary Youth Foundation. <br /> E. Actively promoted and implemented effective programs and activities within the <br /> community for the senior citizens of the community. <br /> The Library's senior outreach program and bookmobile serve our senior citizens, as does <br /> the Library's coffee group. <br /> F. Assumed an active leadership role in developing and implementing programs <br /> directed to the improvement of the visual aesthetic appearance of the community at the <br /> commercial, public or residential level. <br /> 9 <br /> 2 <br />
