• <br /> 13 . Wetland B (Category III) - The required 50 foot wetland <br /> buffer may be reduced to 25 feet if the remaining 25 feet of <br /> the buffer is enhanced with native plantings. <br /> 14 . Wetland C (Category II) - The buffer for this wetland shall <br /> be 75 feet. Buffer width averaging may be applied provided <br /> that the minimum buffer width is not less than 37. 5 feet. <br /> 15. The developer shall submit calculations which show that the <br /> reconfigured wetland buffers in Wetlands A, B, and C meet <br /> buffer width averaging and buffer width reduction <br /> requirements as approved by the Planning/Community <br /> Development Department. <br /> 16 . Wetland B proposed fill area shall be mitigated at a ratio <br /> 1 . 5: 1 . The developer is also required to stockpile the <br /> hydric soils and plant layer from the road crossing on <br /> wetland B. <br /> 17 . Submit a wetland and buffer creation/enhancement and <br /> monitoring plan for the mitigated wetlands areas. The plan <br /> shall be prepared by a qualified wetland biologist and shall <br /> include: wetland mitigation areas at the ratio of 1.5:1 for <br /> areas filled within Wetland B; area calculations for all <br /> buffers in Wetlands A and C to demonstrate that the total <br /> area provided meets ESA Ordinance requirements set forth in <br /> conditions 10, 11 , 12; and a planting plan which uses native <br /> species found in the adjacent established wetland areas. To <br /> the maximum extent possible, cuttings from wetland <br /> vegetation on-site shall be used for propagation of <br /> mitigation plantings. The monitoring plan shall contain a <br /> hypothesis and clearly stated goals and criteria; it shall <br /> monitor vegetation mix and coverage, wildlife, usage, <br /> hydrology, water quality, hydric soils, and invertebrates; <br /> and it shall include contingency measures and a long term <br /> maintenance plan for the removal of invasive species such as <br /> purple loosestrife. (See Attachment A" For Proposed <br /> Hypothesis) <br /> 18 . Monitoring of the wetlands mitigation area must be for a <br /> period of 5 years. The standards of success for the wetland <br /> are set forth in the attached model monitoring plan. The <br /> plan shall include the creation of a functional wetland that <br /> exhibits a range of functional values that are similar to <br /> other "relatively" undisturbed wetlands within Woods Creek <br /> watershed, including native vegetative coverage (area 1) . <br /> 19. Wetlands A, B, C and their buffers must be noted as <br /> Environmentally Sensitive Areas. An ESA covenant must be <br /> recorded to provide for their long term protection. <br /> 4 <br />
