4 Broadway Arterial March 6, 2008 Page 3 of 4 Assumptions: • Gibson Traffic Consultants will conduct all of the visual fieldwork necessary for the intersection analysis, but this does not include any formal land survey information. • Gibson traffic will post process the PSRC traffic volume/growth projections based on best engineering judgment. No new modeling will be conducted for this analysis. • The city will provide all existing comprehensive transportation plans, transportation plans that will be required to be post processed to calibrate the future volume forecasts. • The city will provide existing daily and intersection turning movement count data needed for establishing the peak analysis period for the operational analysis and conducting the existing LOS. • GTC will attend/organize up to a total of 6 meetings with city staff, Everett Transit, Everett School district and PSRC staff as well as other consultants who have worked on the compressive plans and development TIA's in this area. • The city will provide an existing non-calibrated synchro system that has existing signal timing and balanced volumes. • GTC will conduct the travel time surveys for Synchro and calibrate the synchro system and establish the network for Sim Traffic analysis. • GTC's analysis is conducted based on the City counts conducted before the final opening of the I-5 SPUI/Everett widening project. Any additional counts, calibration and changes to the report based on final opening of the Everett widening project is outside the scope of this contract and would be considered additional work. • The analysis does not include: • Cost estimates for improvements • Development permit review analysis • Retaining wall or design CAD analysis • Drainage/design or impact analysis • Signal design or coordination strategies • Inclusion of pipeline data • Survey or ROW review • New counts other than travel time survey for synchro calibration Deliverables: • Full level of service Needs Report for the corridor drawing conclusions from the traffic analysis and summarizing the analysis completed by GTC with improvement recommendations and planning level constraints assessment. Also need for other modes of transportation will be addressed. • Recommended long term transportation improvements • Intersection and Corridor Level of Service (LOS)tables summarizing analysis results. • Intersection LOS analysis runs. 20 gOOM RAFT C
