EXHIBIT A - 4 <br />SCOPE OF WORK <br />ItS <br />eight (28) monthly invoices and progress reports, and processing of sub consultant <br />invoices. <br />2. Preconstruction Conference. Coordinate, attend and conduct the preconstruction <br />conference. The conference will be attended by the Contractor's (MWH) Project <br />Manager, Construction Manager and Office Engineer. Prior to the conference, <br />Contractor (MWH) will transmit conference invitations to the City, environmental <br />and regulatory agencies, utility, Construction Contractor, and Construction <br />Contractor's representatives as needed and/or requested. A maximum of one full day <br />is budgeted for the office engineer for this conference. <br />3. Shop Drawing Review and Processing. Receive, check for completeness, and log all <br />shop drawings, material samples, and other Construction Contractor submittals. <br />Review these submittals for conformance to the intent of the contract documents. <br />Compile written comments and return shop drawings to the Construction Contractor <br />upon completion of the review process. Maintain a shop drawing submittal <br />file/tracking system to assure timely responses and minimize potential delays. <br />Evaluate substitution(s) and `or equal(s)' proposed by the Construction Contractor <br />during construction and provide recommendations to the City for final approval. <br />Since the number of submittals and substitutions required is undefinded, the scope is <br />limited to a maximum of 240 hours for office Engineer time to review Construction <br />Contractor's submittals. <br />4. Interpretation and Clarification of Contract Documents. Provide requested <br />clarification and interpretation of the contract plans and specifications. Receive, log <br />and provide written response to all formal Requests for Clarification (RFC's) <br />received from the Construction Contractor. Provide the City with copies of all RFC's <br />and responses. A total of 160 Office Engineer hours of effort are budgeted. <br />5. Progress Payment Requests. Review Construction Contractor's monthly progress <br />payment requests, including prepare Contractor (MWH) recommendations and <br />submit to the City for approval and payment. <br />6. Weekly Job Site Meetings. Prepare agenda and conduct weekly job meetings with <br />Construction Contractor to review the progress of the work and identify and address <br />field problems as they occur. Reports of any significant concerns and problems will <br />be recorded and forwarded to the City. Prepare meeting summary and transmit to the <br />City and attendees. To support the field staff, 300 hours are budgeted for the Office <br />Engineer to attend weekly job site meetings. <br />7. Monitor Construction Contractor Construction Schedule. Monitor Construction <br />Contractor's compliance with construction schedule based upon monthly CPM <br />updates submitted by the Construction Contractor. Assist the City in verification, <br />documentation, and/or negotiation of time extensions requested by the Construction <br />Contractor.
