Public Services - <br /> (i) Adequate water supply; <br /> (ii) Adequate sewage disposal; <br /> (iii) Appropriate storm drainage improvements; <br /> (iv) Adequate fire hydrants; <br /> (v) Appropriate access to all anticipated uses within the plan; <br /> (vi) Provisions for all appropriate deeds, dedications, and/or <br /> easements; and <br /> (vii) Examination of the existing streets and utilities and how the <br /> proposed Binding Site Plan relates to them. <br /> e. Environmental Issues - Examination of the project through the SEPA <br /> process and a determination of whether the proposed Binding Site Plan, <br /> site plan, and other application information complies with the City's SEPA <br /> Ordinance, Zoning Code, and Comprehensive Plan Policies. <br /> f. Phasing Plan. In lieu of requiring the completion of all public/private <br /> improvements for the entire site prior to occupancy of any structure on <br /> the site, the City may approve a phasing plan. The City may require <br /> suitable guarantees as provided in Section IV D. The public/private <br /> improvements in each phase must be designed to stand on their own as <br /> required by the City. A phasing plan can only be approved if each City <br /> department responsible for the conditions of the permit agrees on the <br /> phased development plan. In most cases, those departments are <br /> Planning and Community Development, Public Works, and Fire. <br /> 4. Notice of Contiguous Property Owners: <br /> a. Notice to Property Owners - The City shall send contiguous property <br /> owners notice that the binding site application has been filed with the <br /> City. The City shall only be required to send notice to those individuals <br /> listed on the property owner's form who are real property owners as <br /> shown by the records of the County Assessor. Notice is deemed sent <br /> once placed in the mail. <br /> b. Contiguous property owners shall have ten (10) working days from the <br /> date of mailing in which to submit written comments to the Planning and <br /> Community Development Department concerning the proposed Binding <br /> Site Plan. <br /> 5. Preliminary Decision: <br /> The Planning and Community Development Director and City Engineer shall <br /> determine whether the requirements set forth herein have been met and based <br /> thereon, shall approve, conditionally approve, disapprove or return to the <br /> 8 <br />
