Review Process For Binding Site Plans with a Previously Approved Site <br /> Plan <br /> 1. Action by the Planning and Community Development Department: <br /> If the Binding Site Plan application is complete and the fee is paid, the Planning <br /> and Community Development Department shall accept the application and <br /> commence a City review. <br /> 2. Action by Other City Departments: <br /> The Planning and Community Development Department will circulate copies of <br /> the proposed Binding Site Plan to other City departments with a request for <br /> recommendations. All recommendations will be returned to the Planning and <br /> Community Development Department. <br /> 3. Factors Considered by City Departments: <br /> The City will review the proposed Binding Site Plan Application to determine <br /> whether it meets the following criteria: <br /> a. Previously Approved Site Plan - Examination of the project that is <br /> proposed to be divided by use of a Binding Site Plan to determine that <br /> the division of land is consistent with the previously approved site plan <br /> and will not have a negative impact on or change the previously <br /> approved site plan. Minor changes to the approved site plan may be <br /> permitted, unless it has been determined by the City that the proposed <br /> changes may be: <br /> (i) detrimental to surrounding land uses due to changed <br /> circumstances in the vicinity, or <br /> (ii) detrimental to the public health, safety, and general <br /> welfare due to new information that was not available or <br /> considered at the time of the previous underlying action. <br /> b. SEPA Review - Examination of the approved site plan proposed to be <br /> divided by the use of a Binding Site Plan will not require an additional <br /> threshold determination (SEPA Review), unless it has been determined <br /> by the City that the approval of the Binding Site Plan will likely result in <br /> changes to the physical environment that are different from those that <br /> would occur as a result of actions from the previous approval. <br /> c. Required Public/Private Improvements - Examination of the project that is <br /> proposed to be divided by the use of a Binding Site Plan to determine <br /> that all required public/private improvements have been installed or <br /> provided for in accordance to City Standards. <br /> d. Phasing Plan - In lieu of requiring the completion of all public/private <br /> improvements for the entire site prior to occupancy of any structure on <br /> the site, the City may approve a phasing plan. The City may require <br /> suitable guarantees as provided in Section IV D. The public/private <br /> improvements in each phase must be designed to stand on their own as <br /> 9 <br />
