6.8 Non-discrimination. 6.8.1 Contractor shall comply with Executive <br /> 9 Order 11246 entitled "Equal Employment Opportunity" as amended by <br /> Executive Order 11375, and supplemented in U.S. Department of Labor <br /> regulations, 41 CFR 60. <br /> 6.8.2 All publications resulting from or produced under this Agreement <br /> including brochures, reports, advertisements intended for public <br /> distribution shall contain the following: <br /> "No person shall, on the grounds of race, color, religion, sex, <br /> handicap, national origin, age, citizenship, political affiliation or <br /> belief, or sexual orientation, be denied employment or benefits, or <br /> be discriminated against as a participant, administrator or staff <br /> person under this program." <br /> 6.9 Services to Limited-English-Proficient (LEP) Persons. To ensure <br /> compliance with Title VI and the Safe Streets Act, Contractor is required <br /> to take reasonable steps to ensure that LEP persons have meaningful <br /> access to their programs. Meaningful access may entail providing <br /> language assistance services, including interpretation and translation <br /> services, where necessary. Contractor is encouraged to consider the <br /> need for language services for LEP persons served or encountered both <br /> in developing its programs and budgets and in conducting its programs <br /> and activities. Reasonable costs associated with providing meaningful <br /> access for LEP individuals are considered allowable program costs. <br /> 6.10 Equal Treatment for Faith Based Organizations. Contractor <br /> agrees to comply with the applicable requirements of 28 CFR Part 38, the <br /> Department of Justice regulation governing "Equal Treatment for Faith <br /> Based Organizations" (the "Equal Treatment Regulation"). The Equal <br /> Treatment Regulation provides in part that Department of Justice grant <br /> awards may not be used to fund any inherently religious activities, such <br /> as worship, religious instruction, or proselytization. Recipients of grants <br /> may still engage in inherently religious activities, but such activities must <br /> be separate in time or place from the Department of Justice funded <br /> program, and participation in such activities by individuals receiving <br /> services from the Contractor must be voluntary. The Equal Treatment <br /> Regulation also makes clear that organizations participating in programs <br /> funded by the Department of Justice are not permitted to discriminate in <br /> the provision of services on the basis of beneficiary's religion. <br /> 6.11 Political Activities. <br /> Political activity of local Contractor employees and officers are limited by <br /> the State Public Disclosure Act and the Federal Hatch Act. No funds may <br /> be used for working for or against ballot measures or for or against the <br /> candidacy of any person for public office. The Contractor shall certify that <br /> no funds payable under this Agreement will be paid by or on behalf of the <br /> Contractor to pay any person for influencing or attempting to influence an <br /> officer or employee of any agency, Member of Congress, an officer or <br /> employee of Congress, or any employee of Member of Congress in <br /> connection with the awarding of any federal or state Contract, grant, loan <br /> or cooperative agreement. <br /> AGREEMENT RE STOP GRANT Page 5 <br /> ' J � <br />
