Procure notice boards and arrange for installation as required in the SEPA process. <br /> Assumptions <br /> 1. SEPA compliance will be achieved with an Environmental Checklist. <br /> 2. The Environmental Checklist will be up to 30 pages in length. <br /> 3. A DNS/MDNS will be issued by the City. <br /> 4. Snohomish County will adopt the SEPA document. <br /> Deliverables <br /> 1. Draft Environmental Checklist (five hardcopies and PDF copy) <br /> 2. Final Environmental Checklist and DNS/MDNS (five copies and PDF copy) <br /> 2.5 Subtask 205 — Endangered Species Act Compliance <br /> Purpose <br /> The U.S. Army Corps of Engineers (Corps) Section 404 Permit will trigger the need for <br /> compliance with the Endangered Species Act (ESA). Compliance will be achieved by <br /> developing and obtaining approval of a Biological Evaluation (BE)/Biological Assessment (BA). <br /> The form of compliance document (BE or BA) will be based on the determination of effect: No <br /> Effect—BE; May Affect, but not Likely to Adversely Affect— BA. <br /> Consultation will occur with the U.S. Fish and Wildlife Service and NOAA Fisheries Service (the <br /> Services) for ESA compliance; with the Washington State Department of Fish and Wildlife for <br /> priority habitat and species lists; and with the Washington Department of Natural Resources, <br /> Natural Heritage Program, for information on the presence of sensitive plants or rare plant <br /> communities. <br /> Consultant Services <br /> 1. Site visit by HDR biologists. <br /> 2. Prepare the appropriate ESA compliance document (BE or BA) <br /> 3. Coordinate with the Project design team to determine appropriate conservation <br /> measures. <br /> 4. Coordinate with the Corps and the Services. <br /> City Responsibilities <br /> 1. Review draft and final BE/BA. <br /> Assumptions <br /> 1. A project-specific BE/BA will satisfy ESA compliance. <br /> 2. The Services will issue a concurrence letter and formal consultation will not be required. <br /> 3.
