2.7 Subtask 207 — Critical Areas Study / Habitat Management <br /> Plan <br /> Purpose <br /> Permits required by the U.S. Army Corps of Engineers, the Washington Department of Ecology, <br /> and Snohomish County will require mitigation measures for unavoidable impacts to streams <br /> and wetland along the pipeline alignment. Snohomish County regulates activities in critical <br /> areas: wetlands, fish and wildlife habitat conservation areas, and geologically hazardous areas <br /> (erosion, landslide, seismic, and mine hazard areas) and applicable buffers under its Unified <br /> Development Code (Snohomish County Code 30.62). In addition, Snohomish County requires <br /> a Habitat Management Plan for activities that will affect priority habitats and species in the <br /> vicinity of the proposed activity (SCC 30.62.100 and 110). <br /> Consultant Services <br /> 1. Review Snohomish County critical areas code and identify applicable critical areas. <br /> 2. Prepare a Critical Areas Study/ Habitat Management Plan (CAS/HMP) to meet the <br /> requirements of the permitting agencies and outline the goals and objectives of the <br /> restoration effort. <br /> City Responsibilities <br /> 1. Review and provide comments on the CAS/HMP. <br /> Assumptions <br /> 1. The CAS/HMP will satisfy the requirements of the Corps, WDOE, and Snohomish <br /> County in relationship to impacts, restoration, and mitigation. <br /> 2. Information gathered in Subtask 207 will be included in this report. <br /> Deliverables <br /> 1. Draft CAS/HMP (five hardcopies and PDF copy) <br /> 2. Final CAS/HMP (five hardcopies and PDF copy) <br /> 2.8 Subtask 208 — Section 106 Historic / Cultural Resource <br /> Purpose <br /> Demonstration of Section 106 Historic/Cultural Resource compliance will be required for the <br /> SEPA Environmental Checklist and the Corps permitting process. <br /> See Task 1300 for detailed scoping information. <br /> 2.9 Subtask 209 — Prepare Permit Applications <br /> The extent of consultation with agencies can vary significantly depending on the proposed <br /> activities, site characteristics, jurisdiction, proximity to sensitive areas, and complexity of the <br /> process.
