3.1. Provide on-site observation and monitoring to observe the technical conduct and <br /> progress of the construction. The Construction Observer shall not be responsible for the <br /> means,methods, techniques, or procedures of the construction selected by the <br /> Construction Contractor(s) or for any failure of Construction Contractor(s) to comply <br /> with laws, ordinances, rules, or regulations applicable to the construction work. The <br /> parties recognize that the Construction Contractor(s) is responsible for ensuring that <br /> construction is in accordance with the plans and specifications. <br /> 3.2. Project Daily Report: Prepare daily construction reports, detailing the Construction <br /> Contractor's operations performed for each day, records decisions and observations of a <br /> general or specific nature in chronological order. Measure quantities of materials <br /> installed, log equipment and staff used, and other related items. <br /> 3.2.a. Document work being done on a force account basis. <br /> 3.2.b. Verify that RAMS form is in place prior to material being used on site. <br /> 3.3. Testing and Inspection: Assist the City's Senior Construction Observer with testing and <br /> inspection; field testing, and laboratory testing of soils, aggregates and concrete to <br /> determine compliance of those materials with construction contract requirements. In <br /> those instances where unsatisfactory test results are obtained, follow through with <br /> notification of the construction contractor and retesting of the materials after corrections <br /> are made. <br /> 3.4. Prepare field note records and documents and assist the City's Senior Construction <br /> Observer with assuring that the project is administered in accordance with Federal, State <br /> and/or other funding agency requirements. <br /> 3.5. Progress Payment Verification: Assist the City's Senior Construction Observer with <br /> Progress Payment Verification. Review Construction Contractors' monthly payment <br /> requests. Collect and tabulate all quantity delivery tickets. Verify construction <br /> Contractor's estimates of completion levels. Maintain record of all quantity calculations <br /> and substantive certifications and provide copies of such record to the design engineer <br /> and City. <br /> 3.5.a. Ensure that Manufactures Certifications and Certifications of Materials origins are <br /> received prior to payment. <br /> 3.5.b. Verify acceptance sampling and testing frequencies reflect the actual quantities <br /> used. <br /> 3.5.c. Track and tabulate ticket items. As necessary collect and tabulate scaleman's <br /> daily report and scale certification. <br /> 3.5.d. Track and record concrete suppliers certificate of compliance with cement <br /> certification number. <br /> 3.6. Photographs. Take construction photographs/video tapes and progress photographs of <br /> construction activities on a weekly basis to document progress of the work and job site <br /> conditions encountered. <br /> 3.7. Final Review and Inspection: Assist the City's Senior Construction Observer with final <br /> review of the construction work; prepare a final list of items to be corrected (i.e., "Punch <br /> list"). After substantial completion of the project, verify completion of the punch list. <br /> 3.8. Record Drawings: Review the Construction Contractor's Record Drawings on a bi- <br /> weekly basis to verify posted changes.
