Functions and Values <br />Wetlands aze immature forested riparian areas located in the southeast portion of the site. <br />Vegetation is comprised of red alder (Alnus rubra)FAC in the overstory, and creeping <br />bentgrass (Agrostis alba)FAC along with field horsetail (Equisetum arvense)FAC in the <br />understory. The wetlands small size and emergent vegetation , combined with its <br />proximiry to an existing residence and quantities of vash (pallets, metal bucket, hot water <br />heater tnnk, etc. ) provide minimal functions and values for water quality, storm water <br />control, wildlife habitat, and socioeconomic benefits. The impacts to this wetland aze <br />proposed to be mitigated on site at a 1.5:1 ratio, providing no net loss and a possible <br />increase in functions and values. It is also proposed tha[ the trash in the wedand area be <br />removed. <br />MITIGATION PROPOSAL <br />Category 3 Wetland: <br />As mitigation required for the 638 square feet of emer�ent wedand impacted for the road <br />crossing and 1,305 square feet of wetland to be desib ated as buff�r, a wetland creation <br />area totaling 2,914 square feet is proposed (a I.5:1 ratio). The creation azea is proposed to <br />be on both sides of the stream in the westem portion of the site. The creation azea will be <br />graded i 2" below the existing grade of [he adjacen[ stream. The creation area will then be <br />backfilled with 12" of topsoil. Approximately 2,100 square feet of buffer will be <br />impacred in the wedand creation process. The impacred buffer is proposed to be restored <br />using Douglas fir (Pseudorsuga rnenziesii)FACU, Western red cedar (Thuja plicata)FAC, <br />red elderberry (Sambucus racemosa)FACU, and snowberry (Sympl:or•icarpus <br />afbus)FACU-. The excavation should occur at the driest time of the year and plantings <br />should occur in tl�e early spring or fall.
