PROJECT MONITORING PROGRAM <br />The purpose for monitoring this mitigation project shall be to evaluate plant survival, <br />intrusion of invasive species, and wildlife usage. Success will be determined if <br />monitoring shows that at the end of three years, the project goals are being met and that <br />habitat values are equivalent to similar ecosystems in the immediate area. The properry <br />owner shall grant access to the NGPA for inspection to the contracted wetland specialist <br />and to Snohomisli County during the period of the bond or until the project is evaluated <br />as successful. Annual monitoring repoRs will be submitted to Shohomish Counry PDS <br />for thc three-ye:u monitoring period. <br />PROJECT GOAL <br />The goal of this plan shall be to mitigate for functions and values lost to the proposed <br />impacts. An 80% survival of planted species, will be achieved within three years. The <br />specific objective of this plan shall be the establishment of a diverse native plant <br />community for the benefit of water quality, wildlife hab�tat, and stream protection. <br />CRITERIA FOR SUCCESS <br />Upon completion of che mitigation project, an inspection by a wetland professional will <br />be made to deternune plan compliance. A completion and as-built report will be supplied <br />to Snohomish County regarding the completeness of the project. Condition monitoring <br />of the plantings will be done by a qualified wetland biologist in the spring and fall <br />annually for the first two years and once the third year. Reports describing the conditions <br />present during the monitoring inspection will be drafted annually and will include photo <br />documentation of the site. Final inspection shall occur three years afrer completion of this <br />projecL The approved consultino wetland biologist shall prepare a report :u ro the success <br />of this project. <br />DEFINITION OF SUCCESS <br />Veeetation - The wetland crF- .ion area shall support at least 80%a of the native plants set <br />forth in the approved mit.,..cion plan by the end of three years. The species mix should <br />resemble that proposed in the planting plans, but strict adherence to obtaining all ot the <br />
