Prior to issuance of building permits a detailed wetlands <br />mitigation report is required containing the following elements: <br />goals and objectives, construction plans, detailed revegetation <br />plans, information on the expected hydrology, contingency plans, <br />monitoring plans ( a minimum of three annual reports beginning <br />one year after completion), a construction schedule, and a <br />performance bond equal to 125% of the estimated cost of <br />construction of the wetland. <br />Grading permits for the site may be issued prior to receipt or <br />approval of the detailed wetland mitigation report, provided <br />that no disturbance of the wetland and a fifty (50) foot buffer <br />around the wetland is permitted until the detailed wetland <br />mitigation report is approved. A visible barrier fence around <br />the wetland and buffer must be installed and approved by the <br />City prior to any disturbance of the site other than <br />installation of the fence. <br />The new wetland area must be designed to maintain some standing <br />water through at least late spring to maximize habitat value. <br />Soils from the existing wetland should be used to "top off" the <br />new wetlands to enhance the viability and habitat potential. <br />Construction of the wetlands mitigation should occur prior to or <br />concurrently with elimination of the existing wetland. If this <br />is not possible the wetland mitigation shall be increased to 0.8 <br />acres. (SEPA Water, Plants, and Animals Policies) <br />MITIGATION REQUIRED BY EXISTING CODES AND ORDINANCES <br />1. Right-of-way is to dedicated to the City for street purposes for <br />36th Avenue W. (SEPA Transportation Policies) <br />2. The traffic mitigation as described in the approved traffic <br />study, attached, must be followed. The mitigation payment must <br />be made prior to issuance of Building Permits. Per the revised <br />traffic report the mitigation payment required is $837,507. <br />(SEPA Transportation Policies) <br />3. A fire hydrant is required within 200 driving feet but not closer <br />than 50 feet, of every structure per Ordinance 473-80. (SEPA <br />Public Services and Utilities Policies) <br />Full standard street improvements are required to 36th Avenue W., <br />including: curb, gutter, sidewalk, street widening to City <br />Design Standards per Ordinance 555-78 as amended.
