In all new and expanded port and/or industrial developments, the Best <br /> Management Practices and procedures shall be employed for safe <br /> handling of fuels and toxic or hazardous ma;erials. (Regulation #6) <br /> 3. Ports and industry shall employ Best Management Practices (BMPs) <br /> concerning the various services and activities they perform and their <br /> impacts on the surrounding water quality. Operators shall take all <br /> actions necessary to ensure that contaminants do not enter the water or <br /> storm drainage system. Development and operations shall comply with <br /> the City's drainage ordinance and stormwater management manual. <br /> (Regulation #7) <br /> B. Landfill (EMC 19.33D.330.A) <br />� 1. Landfilis shall be permitted only when ;ised as preparation for an activity <br /> otherwise permitted by the Shoreline Mr:�ster Program for the specific <br /> environment in which the landfill is located. (Regulation #2) <br /> 2. All projects involving a landfill shall include the following information: <br /> physical and biological characteristics of the landfill site, source and <br /> quality of Iandf�ll material, grading plan showing the site and adjacent <br /> properties and waters, method of piacement and compaction, type of <br /> proposed surfacing and runoff control devices, method of perimeter <br /> erosion contrr,;, and proposed use of the fill area. (Regulation #6) <br /> 3. The perimeter of all landfills shall be provided with some means to <br /> control erosion. (Regulation #7) <br /> 4. Landfills in the Snohomish River floodplain must comply with the <br /> regulations in Chapter 30 of this title, Floodplain Overlay Districts and <br /> Regulations. (Regulation #8) <br /> 5. Fill materials shall be sand, gravel, soil, rock, or similar material. Clean <br /> dredge material from a permitted dredging operation shall be permitted. <br /> Materials such as wood waste may be approved for fill in limited <br /> situations. Landfill with toxic/hazardous dredge spoils and sanitary <br /> landfill materials are prohibited. (Regulation #9) <br /> 8. EMC 19.26.020 establishes that properties in an M-2 zone and under the <br /> jurisdiction of the SMP are subject to the review process, development <br /> standards, and other requirements of EMC, Title 15. The review includes off- <br /> street parking requirements and special regulations in Use Standard Tables of <br /> the M-2 zone (see F.MC 19.41.150(C)(D)J.
