Department Head CAA Council President /f Location Preceding Action Attachments Department(s) Approval City of Everett Water Professional Services Amendment 1 Legal Filtration Plant Agreement 8/15/07 Public Works Budget Comm. 8/13/08 Amount Budgeted $500,000 Expenditure Required $275,000 Account Number(s):UP 3347 Budget Remaining $105,000 Additional Required $0 DETAILED SUMMARY STATEMENT: In response to Washington State Department of Health concerns regarding a water treatment violation in March of 2007,the City contracted with Cosmopolitan Engineering Group (Cosmopolitan) in August 2007 to study the intake pipelines and recovered water discharge in the Lake Chaplain Reservoir at the Water Filtration Plant(WFP)_ Cosmopolitan has completed their initial work and recommends that the Recovered Water Outfall be extended approximately 4000 feet into Lake Chaplain and that the recovered water pumps be upgraded to accommodate this extension. The extension of the Recovered Water Outfall will separate the outfall from the intake pipeline ensuring that the majority of the recovered water is drawn to the north end of the lake and that the portion of recovered water returning to the plant intakes has undergone significant dilution. The anticipated construction cost is $2.2 Million with construction anticipated in 2009. This Amendment to the Professional Services Agreement with Cosmopolitan modifies the scope of work, time for completion and compensation to allow for the final design of the Recovered Water Outfall improvements. $120,000 has previously been spent on preliminary design and studies_ This Amendment extends the contract completion date to December 31, 2010 and increases the maximum compensation for Cosmopolitan from $120,000 to $395,000 for design services. RECOMMENDATION (Exact action requested of Council): Authorize the Mayor to sign Amendment 1 to the Professional Services Agreement with Cosmopolitan Engineering Group for design services for the Recovered Water Outfall at the Water Filtration Plant in the amount of$275,000. 82
