Other R-4 projects aujacent to single-family zoned property will have to meet the new code <br />requirements. This will address a significant concern expressed at the September meeting. <br />4. Conversion of properties to multiple -family. Concerns were expressed at the <br />September 14 meeting regarding further developments encroaching upon the neighborhood <br />"like Casino Road." As I indicated at the meeting and again in this letter, we have recently <br />adopted stronger regulations for multiple -family developments. These standards require <br />improved multiple -family development including emphasis on neighborhood safety. <br />5. Construction activity. A number of concerns were also raised regarding construction <br />activities. Among these concerns are: noise, street closures, hours of operation, and traffic <br />and traffic signals. Our department does not have the primary responsibility to regulate the <br />construction of buildings. However, I referred these concerns to our Department of Engineering <br />and Public Services and requested that they take actions to address the immediate noise and <br />construction activities. Larry Crawford, director of that department, responded. He assured me <br />that they would meet with the developer and require compliance with city codes as follows: <br />A. The city's noise ordinance limits construction -related noise during the hours <br />before 7:00 a.m. and after 10 p.m. on weekdays and before 8 a.m. and after 6 <br />p.m. on weekends and state -recognized holidays. <br />B. The city Feld inspector monitors and establishes the need for adequate erosion <br />control in conjunction with the approved plans. Seasonal activity, proximity to <br />environmental areas, topography, etc., influence site requirements. This <br />particular site is located within the city's combined sewer and storm system that <br />does not permit any runoff to flow directly to natural waterway without first being <br />treated. <br />C. The city reviewed the possibility of a traffic signal at the intersection of 37th and <br />Rucker approximately seven years ago. The signal was a part of a conceptual <br />design review to widen 37th Street between Rucker and Broadway to four or five <br />lanes. The project never proceeded beyond the conceptual study. <br />6. Landscape Requirements. We recently required a redesign of the project to comply <br />with city codes regarding streetscape and landscape requirements. <br />Again, I appreciate the opportunity to address the concerns raised at the September 14 <br />meeting. I hope this letter helps address some of the issues.
