3 OFFSITE ANALYSIS <br /> Upstream Analysis <br /> Upstream area is located to the south and east of the site, associated with <br /> Interstate 5. This area is primarily handled by the storm drainage system in <br /> the freeway, with a small sloped area tributary to this site. This area will <br /> maintain its natural flow path as part of this project. Therefore, there are no <br /> impacts expected from upstream drainage. <br /> Downstream Analysis <br /> A downstream analysis was performed on October 8, 2013 via coordination with <br /> the City. Drainage sheet flows to the north along a valley gutter in the alley <br /> onsite. The drainage exits the site to the north onto 37th Street where it flows <br /> to the west in the gutterline. At the intersection of 37th Street and McDougall <br /> Avenue, drainage enters an existing catch basin and the City of Everett's <br /> combined storm and sewage system. The combined system flows to the north, <br /> crossing the 1/4 mile boundary, and eventually outfalling at the Smith Island <br /> waste water treatment plant. The plant outfalls into Puget Sound after <br /> treating the effluent. There are no signs of constriction, erosion, or <br /> sedimentation on the surface and there is sufficient capacity in the City <br /> system. <br /> October 2013 3-1 LDC Job No. 13-118 <br />
