v <br /> -The appropriate shoreline environment designation for the area,based on the above <br /> analysis, including evaluating whether a new designation is needed and whether <br /> the entire area should have the same designation. <br /> -Policies and use regulations, including regulations for protecting critical areas in the <br /> Marshland including,but not limited to,buffers for wetlands and riparian areas, in <br /> the Shoreline Master Program and other development regulations. <br /> -Mechanisms to review the effectiveness of the Subar a Plan and make changes if <br /> restoration opportunities or meeting its other goals,policies, and objectives. <br /> • Discuss the following topics in the Draft SEPA/CMAEIS Document: <br /> - For each alternative,provide a figure in plan view showing extent and type of <br /> proposed fish and wildlife habitat restoration, proposed shoreline designations, <br /> other land uses (recreation, agriculture, and infrastructure) and property lines, <br /> Project area, and City boundaries. <br /> - Describe how each alternative addresses fish and wildlife restoration goals and <br /> opportunities, and improves ecological functions. <br /> - Include modified feasibility study level cost estimates for each alternative, and an <br /> evaluation of environmental consequences of proposed land uses for each <br /> alternative. <br /> - Include an updated matrix of the various alternatives including their costs, <br /> benefits, and environmental consequences. The matrix will explicitly describe the <br /> qualities and acreages planned for fish and wildlife restoration, agriculture, <br /> recreation, and infrastructure. <br /> - Address issues identified in the final SEPA Scoping document. For the purposes of <br /> this scope it is assumed that the EIS topics will be: <br /> o Natural environment including earth, surface water,plants and animals; <br /> o Built environment including land use, cultural resources, transportation, and <br /> utilities <br /> - For SEPA compliance,the report shall contain: <br /> o Fact sheet <br /> o Environmental summary <br /> o Concise analysis of alternatives <br /> o Comments and responses (final report only) <br /> � fa <br /> Marshland Subarea Plan <br /> Scope of Work and Cost Estimate 2 Anchor Environmental,L.L.0 <br />
