Co. iclusion: The access drive and maintenance of these areas will be <br />required of the lot owners that access off of the proposed easement <br />access drives. <br />g) Provisions made for access to and maintenance of all common facilities. <br />Finding: This provision is applicable for all lots, the recreation area. and <br />common landscaped areas. The proposed park shall be dedicated to a <br />Home Owners Association as a neighborhood private park. <br />Conclusion: The applicant will need to address this issue by formation ^f <br />a Homeowners As.ociation to maintain common facilities. <br />9. Existing Public Facilities and Services - The proposed project shall <br />be designed to not adversely impact the following public facilities and <br />services: <br />a) Existing streets and other transportation systems: <br />Finding: The proposed subdivision will add 100 vehicles to the existing <br />street. <br />Conclusion: The added vehicle trips to the existing streets will not impact <br />those streets. <br />b) Existing utilities system: and <br />Finding: The City has capacity in its existing utility systems to provide <br />service to ih!s project. <br />Conclusion: The additional lots created will not impact the City's existing <br />utilities system. <br />c) Police. Fire. Parks, and Schools. <br />Finding: The Police, Fire, and Parks Departments have commented that <br />the proposed project will not affect service. The Parks Department has <br />stated that the proposed park does not need to be dedicated to the City. <br />The Everett Police Department has stated that the location of the tot lot is <br />to close to Glenwood Avenue. 49"' Place SW and the new street and <br />poses a safety hazard. The Everett School District .stated this project <br />would adversely affect the District's ability to provide school facilities. The <br />School District has requested a mitigation agreement, which has not been. <br />enter into by the applicant. <br />Conclusion: The proposed park and school issues have not been <br />mitigated. The proposed project would impact public facilities. <br />10.
