- � ;,�-,� (�;; <br /> 1 . There is no other reasonable use or feasible alternative to <br /> the proposed development with less impact on the <br /> environmentally sensitive area; and <br /> 2. The proposed development does not pose a threat to the <br /> public health, safety and welfare on or off of the subject <br /> lot; and <br /> 3 . Any alterations permitted to the requirements of this <br /> Ordinance shall be the minimum necessary to allow for <br /> reasonable use of the property; and <br /> 4 . The inability of the applicant to derive reasonable economic <br /> use of the property is not the result of actions by the <br /> applicant in subdividing the property or adjusting a <br /> boundary line thereby creating the undevelopable condition <br /> after the effective date of this Ordinance; and <br /> 5• The proposal mitigates the impacts on the environmentally <br /> sensitive areas to the maximum extent possib�e. <br /> The Planninq Director's conclusions are as follows: <br /> 1. There is no other reasonable use or alternative to the <br /> proposed development with less impact upon the <br /> environmentally sensitive area. The ex�sting R-S zoning <br /> allows for only one sinqle family unit upon tha property, <br /> which is the least intense "reasonable'� land use for this <br /> property, The existing residence was built prior to the ESA <br /> ordinance and does not provide the required 25 foot buffer <br /> from top of bank. The addition will extend approximarely <br /> 2.5 feet closer to the top of bank than the existing house <br /> but will still setback 12.5 feet from the top of bank. <br /> Z• The proposed development dces not pose a threat to the <br /> public health, safety and welfare on or off of the subject <br /> lot. The addition to the house will be require3 to meet the <br /> recommendations of the geo-technical report prepared by <br /> Dennis M. Bruce, P.E. Yar3 debris that has been dumped over <br /> the top of bank will be removed, downspouts and footing <br /> drains will be tightlined to the base of the slope, and an <br /> existing tree susceptible to toppling will be removed to so <br /> that the slope soils will not be disturbed by uprooting. As <br /> such, the project should not result in any public health, <br /> safety and welfare issues. <br /> 3 • Any alterations permitted to the requirement of ttxis <br /> Ordinance shall be the minimum necessary to allow for <br /> reasonable use of the property. The addition is needed to <br /> provide additional closet space, to be enlarged from 22 <br /> square feet to 62 syuare feet, for the master bedroom and to <br /> add a study room adjacent to the master bedroom.
