Mr. Wayne Wentz <br /> June 1, 1998 <br /> Page 2 <br /> Approximately one-third of the Preschool students and one-half of the Prekinder an3 <br /> Kindergarten shtdents will attend afternoon classes rather than moming classes. Thecefore, a <br /> total of approximately 328 avid 314 students are projected to arrive either by car or public <br /> transportation during the a.m. and p.m. peak hours, respectively. The majority of the NCA <br /> classes will end at the traditional p.m. school peal:hour of approximately 3:15 to 3:30 p.m. daily. <br /> Trip Generation and Distribution <br /> Private bus transportation for the student population is planned for implementation by the Year <br /> 2000. Other public transportation altematives such as subsidiud public busing, and van or car <br /> pools are also viable considerations for this project. A telephone survey of several private and <br /> public schools in Snohomish and King County indirite that student ridership for public <br /> transportation averages approximately 35 percent. Thus, to account for implementation of <br /> private bus trarsportation services, enrollment projections were reduced by this percentage to <br /> estimate the private vehicular trips. <br /> Trip generation estimates for the Northshore Chri�tian Church and Academy were based on trip <br /> generatior; rates published in the Ins2itute of Transpurtation Engineers' (1TE) Trip Generation <br /> manual, 6th Edition, 1997, for Churches (Land Use Code 560) and Private Schools (Land Use <br /> Code 521). Based on the ITE .ates for "Churches", the NCC congregation is estimated to <br /> generate 403 average Sunday daily trips and 104 Sunday peak hour trips as a worst case <br /> condition during worship services on the weekend. <br /> Application of the 35 percent reduction factor due to the implementation of private bus <br /> transportation would result in an estimated 213 and 204 students arriving by personal car during <br /> the a.m. and p.m. peak hours, respectively. Based on these student estimates and the TfE trip <br /> rates for "Private Schools", the NCA will generate an estimated 196 (118 inbound and 78 <br /> outboundj and 131 (60 inbound and 71 outbound) trips during the school a.m. and p.m. peak <br /> hours, respectively, and 41 (25 inbound and 16 outbound) trips during the commuter p.m. peak <br /> hour f4:00 to 6:00 p.m.). <br /> Since there are no trip rates published for the weekday ADT of a Private School, the weekday <br /> ADT generated by the development was estimated using the projected Academy faculty and <br /> enrollment and Church Ministry �id Administrative staff. With a projected faculry of 22 staff at <br /> 3 ADT/staff, 245 students (377 less 35% public transportation) with two students per vehicie and <br /> 4 ADT/vel�icle, and 1 I Church Ministry staff at 4 ADT/staff, the average weekday daily traffic <br /> totals 60?.
