 r
JTE, Inc.
Mike Collins, Divi-on Generai Manager
PACIFIC NORTHWEST RURAL/METRO AMBULANCE
December 9, 2009
Page-4-
Based on the site plan the total space for the Office use is 16.330 square feet with the
remaining area used for maintenance and service use.
Olfice:
We have also calculated the trips generation based on the square (ootage and number of
employees. The proposed Office use has 16.330 sryuare feet and per the Staffing data
provided 30 employees are dedicated to thc office uses, ^ommunications and
administration). Thus based on our analysis the proposed pruject is projected to generate
24 PM peak hour trips using square footage and 14 PM peak hour irips using number of
employees.
Ambulance Operations/Mainlenance:
Data was provided to us that shows the typical weekly operaUon. The data (attached in
appendix)shows lhe department, employee count, shift, Ienglh, days/week and descriplion
of work. Based oi thc data thc Ambulance Operations and ATS operations are identified to
come into work pick up the unit and leave and relurn upon end of shift (ie we did not
consider lhem office employees).
The data orovided shows 39 employees tor the maintenance/ambulance uses, 34 are
ambulance drivers and the other 5 are maintenance/support. The 34 ambulance drivers
equates to 136 daily trips(68 enteringand f9 exiting)and the 5 support personnel add
aboul 15 daily irips. The ambulancc driver trips are arrive, pick up unit, drop off unit and
leave that equates to 4 trips. The maintenance/support employees arrive al the beginning of
their shift and Ihen leave at the end thal is :LO daily trips: add in daity errands yields an
es[imate of 15. Service delivery for the maintenance activity adds say 5 more trips on a
typical day(mail, garbage are presumed as a part of lhe office tripsl. Thus added together a
tolal of 156 daily trips are determined.
The dala provided shows the shift limes(or lhe employees. The majority of ambulance
drivers begii artd end their shifts outside the rypical PM peak hour, an hour between 1600
and 1800. Thus if an ambulance driver shift ends al 1800 [herc would be 1 entering trip
(dnver driving ambulance back inlo home base but the exiting trip would occur after 7800.
The fleet service personnel do not include the ambulance trip making. Conducting the trip
geneia[ion from Ihe data we projec; 3 entering and 4 exiting PM peak hour trips due lo the
maintenance/ambulance use.
Total:
Ihc trirseneration for the proposed projecl was conduc[ed u[ilizing two separate activities:
thc officc and ambulancc operations/maintenance. Based on our analysis lhe proposed
project is projected to generale 1 or 11 net new PM peak hour trips(20 trips per the exis[ing
use and either 19 or 31 lrips for the proposed use). The slight negative PM peak hour trips
occur if the staffing variable is used for the communicalions/administrative office staff is
used. Daily trips increase by either 95 or 192 trips pending the variable used. The City's
. . ., ,. .
.,., . , J/J
