(10) Compliance �vith the provisions of this ordinance and other City, <br /> �•!3te, and Federal regulations. <br /> (11) Accessibility tc public transit and traffic reduction measures <br /> proposed by the Applicant to reduce dependence of ihe proposed <br /> use on the automobile. <br /> Specific Evaluaiion Criteria - EMC 19.41.150.D.2.a <br /> (1) Elementary and middle schools may be located on local or arterial <br /> streets. High schools shall be !ocated adjacent to or within four <br /> hundred feet of collector or arterial streets. <br /> (2) Slructures shall be located a minimum c,'iwenty-five feet from <br /> adjacent residentially zoned properties. Buildinc�s over twenty-five <br /> feet in height shall have an additional setback of one foot for each <br /> foot over iwenty-five feet in height. <br /> (3) Temporary classrooms of any size, and accessory structures <br /> smaller than one thousand square feet, shall be reviewed using <br /> Review Process I. <br /> Landscape Modification Criteria - EMC i 9.35.070 <br /> EMC Section 19.35.070 allows landscape requirements under severai different <br /> scenarios. The most relevant are summarized below: <br /> When the inclusion of existing vegetation on the site would resuit in <br /> equivalent to or betier than the requirements of this chapter in achieving the <br /> intent of the required landsr.ape iype. <br /> When the Applicant proposes alternative landscaping that would achieve the <br /> intent and purpose of the requirements and which is of superior quality. <br /> CONCLUSIONS BASED ON FINDINGS <br /> General Evaluation Criteria <br /> 1. The existing school, which has been an established part of the neighborhood <br /> since 1969, is an outdated facility. The proposed remodel is needed to update <br /> the school to better meet the distrirt's instructional needs and to bring the <br /> buiidings and site design into compliance with current city code. (rndings 1, 2, <br /> and 3) <br /> 2. The project would not result in increased siudent attendance and thus would not <br /> increase demands on streets, uti!ilies, or other public ��rvices and infrastructure. <br /> Redesign of access and parking areas would increase lhe� drop off/pick up zone <br /> and nearly double on-site parking, reducing impacts to neighborhood streets. <br /> The project would bring street frontages on 110th Sireet SE and 27th Avenue SE <br /> into compliance w�th current city code. The proposed design would reduce <br /> impervious surfaces on•site and add current technology stormwater management <br /> systems to the existing use. The new school would be sprinklered.
