WEYERHAEUSERSMITH ISLAND LANDFILL
CLOSURE IMPROVEMENTS AND NPDES OUTFALL 006 ELIAMTION
SEPA EIMRONKIENTAL CHECKLIST
requirements of wastewater pumping will be provided by electrical power, which is
supplied to the site by Snohomish County PUD.
b. Would your project of ect the potential use of solar energy by adjacent properties? If so,
generally describe.
No.
c. What kinds of energy conservation features are included in the plans of this proposal? List
other proposed measures to reduce or control energy impacts, if any:
Pumps and motors will be specified to meet energy efficiency measures specified in
applicable codes.
7. Environmental Health
a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of
fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal?
If so, describe.
There are no environmental health hazards posed by eliminating Outfal1005. At the
landfill, there are no environmental health hazards from fire, explosives, spills, or
hazardous waste. The waste contained within the landfill contains low levels of
dioxins/furans and metals that are below hazardous waste regulatory thresholds and are
suitable for land disposal. These wastes have been confirmed by Ecology to be subject to
.solid waste regulations. As an added measure of protection, the cover system will serve as a
barrier over the waste to provide protection of ecological receptors at the site.
1) Describe special emergency services that might be n quired.
Not applicable.
2) Proposed measures to reduce or control environmental hea"h hazards, if any:
The requirements of all applicable health and safety standards will be followed to
ensure the safely of all persons at the site.
b. Noise
1) What types of noise exist in the area which may affect your project (for example:
traffic, equipment, operation, other)?
The predominant sources of ambient noise on the Smith Island site are truck traffic on
SR 529, trains on the Burlington Northern r<ilil line, and heavy tricks and grading
equipment operated at the Pacific Topsoil site and heavy equipment and trucks at the
log sort yard and at Miller Shingle. These noise sources would not affect the project.
2) What types and levels of noise would be created by or associated with the project on
a short-term or a long-term basis (for example: traffic, construction, operation, other)?
Indicate what hours noise would come from the site.
Construction activities associated with building the stormwater lift station and
implementing the landfill closure improvements will require the use of heavy
equipment including tricks and backhoes. These short-term activities will occur during
16
