Substances Control Act: Provides standards for the manufacture and _ <br />distribution of chemicals and for the handling of PCBs. <br />2. Regulation and Guidelines <br />a.) Environmental Protection Agency Regulations on National Primary and Secondary <br />Ambient Air Quality Standards: Establishes national primary and secondary air <br />quality standards for certain compounds pursuant to Section 109 of the Clean Air <br />Act. <br />b.) Environmental Protection Agency Regulations Establishing Effluent Guidelines: <br />Establishes national effluent limitations for discharges into navigable waters. <br />c.) Environmental Protection Agency Regulations on Discharge of Oil: Regulations <br />promulgated pursuant to the Clean Water Act. <br />d.) Onast Guard Regulations on Oil Spills: Regulations promulgated pursuant to the <br />Clean Water Act. <br />e.) Army Corps of Engineers Regulations on Navigable Waters: Establishes <br />procedures for obtaining permits required by the Rivers and Harbors Act of 1F99 <br />and the Clean Water Act. <br />f.) Environmental Protection Agency Regulations on Discharge of Dredged or Fill <br />Material Into Navigable Waters Establishes guidelines for placing dredge or fill <br />material into navigable waters pursuant to the Clean Water Act. <br />g.) Environmental Protection lkgency Regulations for Hazardous Waste Management: <br />Regulations promulgated pursuant to the Resource Conservation and Recovery <br />Act. <br />C. State <br />Statutes <br />a.) State Environmental Policy Act: Establishes a State policy on the environment <br />and requires the appropriate State or local agency to prepare an environmental <br />impact statement for any "major action significantly affecting the quality of the <br />environment" which the agency either undertakes d:;ectly or authorizes. <br />b.) Shoreline Management Act: Requires a permit for development on State <br />shorelines. <br />c.) Clean Air Act: Provides that it is the policy of the State to secure and maintain <br />such levels of air quality to protect health and comply with the Federal Clean Air <br />Act. <br />d.)
