SC 130 <br />Milbor-Pita <br />AT11.UPC- <br />Hart Crowser & Associates, Seattle, Washington, Phase I and Phase II <br />Environmental Site Assessments (title unknown), 1989, 1990. Completed for <br />Glacier Park Company [owner of the property at that time] on the East side of <br />Smith Avenue. <br />Exploration logs from these reports that were useful to our analysis are presented in <br />Appendix C. Their approximate locations are presented on Figure 2. <br />3.0 FIELD AND LABORATORY PROGRAMS <br />3.1 Site Explorations <br />In May and June of 1999 a total of six geotechnical borings were completed, one on <br />Paine Avenue, two along Smith, and three on the properties east of Smith. The <br />subsurface exploration program consisted of drilling and sampling these exploratory <br />borings (designated MP-1 through MP-6) in the vicinity of the proposed Station. The <br />locations of the borings were chosen based on locations and depths of borings completed <br />for previous investigations and the critical data needed for geoâ–ºechnical engineering <br />analysis. The borings were advanced to depth ranging from 31 to 61 feet below the <br />existing ground surface using truck -mounted drill rigs operated by Subterranean Drilling <br />of Tacoma, and Cascade Drilling of Puyallup, Washington, under subcontract to MPA. <br />The approximate locations of the borings are shown on Figure 2. The boring locations <br />were determined in the field by estimating distances from the existing site features. <br />3.2 Laboratory Testing <br />Soil samples were obtained at selected intervals within the borings, placed in relatively <br />airtight bags, and taken to laboratories in Kirkland, Washington for testing. Laboratory <br />tests were conducted on selected soil samples to characterize engineering and index <br />properties. These tests were performed in general accordance with ASTM guidelines and <br />included determination of natural moisture contents, Atterberg Limits, grain size <br />distributions, percent fines (material passing the U.S. No. 200 sieve), unit weights, and <br />consolidation characteristics. The laboratory data is attached as Appendix C, and <br />summarized on the boring logs in Appendix A. <br />Three consolidation tests were performed on samples from two of the borings. The <br />results are presented in Appendix D and are discussed in the Site Conditions section <br />below. <br />4.0 SITE CONDITIONS <br />4.1 Surface Conditions <br />The site is located between Pacific Street on the north, Paine Avenue on the west, the <br />BNSF main line on the east, and 30'h Street on the south. A railroad spur line runs <br />parallel to the main line through the center of the site.
