Whether the contractor has or has not voluntarily signed on to the PLA, the Contractor will be <br />required to make a good faith effort to meet the workforce (EEO) utilization goals and the <br />appr�ntice utilization goals established for this contract. To facilitate Sound Transit's interest in <br />bringing all affected parties together ta accomplish such goals, the Contractor shall attend <br />meetings of the JAC as requested, solely for the purpose of participating in discussions related <br />to the accomplishment of workforce (EEO) utilization goals and apprentice utilization goals <br />under this Contract. The JAC meetings will be structured in a way that they will facilitate the <br />contractor's participation only on the discussion of workforce and apprentice utilization issues <br />and the Contractor's progress in meeting the workforce and apprenti�e utilization goals. <br />V. WORKFORCE AND APPRENTICE UTILIZATION GOALS <br />A. Workiorce Uti�ization Goals. The Contractor shall use good faith efforts to employ a <br />workforce that is reFlective of diversity in the region. In recognition of the <br />underrepresentation of people of color and women in the construction industry, the <br />Contractor shall strive to meet a goal in which people of color and women will perform <br />33% �f the total work hours on this contract. To the extent feasible, the Contractor shall <br />meet this goal by attaining the following sub-goals in its workforce: <br />People of Color 21 % <br />Women 12% <br />Sound Transit, and the labor and community representatives will work with Contractors <br />to rr;eet if not exceed the�e goals, and the Contractor will meet with these parties on a <br />Joint Administrative Committee to share information, monitor progress, and develop <br />actions that will assist the Contractor in meeting these objectives. <br />B. Apprentice Utilization Goals. The Contractor shall use good faith efforts to utilize <br />apprentices registered with the Washington State Apprenticeship and Training Council <br />("SAC"), for twenty percent (20%) of the total contract labor hours utilized on the <br />Project. <br />Total contract labor hours include additional hours worked as a result of change <br />orders. <br />2. Total contract labor hours exclude hours worked by (oremen, superirtendents, <br />supervisors, owners, and workers who are not subject to prevailing wage <br />requirements. However, total contract labor hours shall include the hours worked <br />by supervisors, foremen, and superintendents if it is determined that they are <br />subject to prevailing wage requirements pursuant to WAC 296-127-015. <br />3. The Contractor shall include the apprentice utilization requirements of this <br />Section in all subcontracts e+cecuted for the Project, and ensure that all <br />subcontractors working on the Project are notified of the apprenticE utilization <br />requirements. The Contractor is responsible for using good faith efforts to rcieet <br />the apprentice utilization requirements of the Contract, including overall <br />compliance on all Coniract labor hours worked by subcontractors. <br />4. The Contractor shall make good faith efforts to: <br />a.
