33. The reduction of the wetland buffer by 50% from 50 to 25 feet is acceptable under Section <br /> 37.100 (D) of the Everett City Zoning Code because of the previous elteration of the existing <br /> buffer. <br /> 34. The conceptua! mitigation plan proposes additional buffer enhancement totaling <br /> approximately 5450 square feet. This enhancement plan will improve the functions and <br /> values of the reduced wetland buffer. <br /> 35. Mitigation monitoring shall be required for a five year period according to lhe Evereu <br /> Administrative Guidelines for the Identification and Evnluation ojWetlands and Streams, <br /> October 1993, page 12. A baseline plan will be required prior to construction and at the end <br /> of the lst, 2nd, �nd Sth year. Monitoring reports shall include the use of photographic <br /> documentatior of existing and post development conditions. <br /> 36. The city will require, as part of any approval of development, that the wetland ESAs and their <br /> buffers be placed within an ESA protective cuvenant or a tract. Such protective covenants <br /> and tracts shall prohibit alteration of the area and shall be duly recorded on appropriate <br /> documents of title and filed with the Snohomish County Auditor. � <br /> 37. A final approved mitigation plar. with detailed drawings, goals, performance standazds, <br /> monitoring and contingency plans must be supplied prior to the issuing of any development <br /> pertnits. The 5 year monitoring requirement must be addressed at this time. <br /> 38. The buffers of the wetland must be clearly mazked prior to any construction. <br /> 39. The sensitive area and its buffer shall be conspicuous signed as required in Section 36 of the <br /> Zoning Code. <br /> 40. Parking must be per City Zoning Code and City Design and Construction Standards and <br /> Specifications. A minimum of two handicap spaces must be provided. <br /> 4;. A pedestrian circulation system for the site must be approved by the Planning Director and <br /> Traffic Engineer prio-to the issuance of any building pertnits. Walkways must allow <br /> pedestrians and wheelchairs to gain easy access from sidewalks and bus stops to building <br /> entrances through the use of paths which are physically separated from vehicle tr�c and <br /> maneuvering azeas. (See the city's Design and Construction Standards and Specifications <br /> Manual and Section 39.165 of the Zoning Code.) <br /> 42. Placement and screening of refuse disposal areas must be provided per Section 39.080 of the <br /> Zoning Code as follows: <br /> a. Garbage receptacles, dumpsters, and recycle bins shall be provided in all multiple family, <br /> commercial, industrial, and institutional developments and shall not be located in a <br /> required front yard setback area, or street side setback area for comer lots.
