3. The subject property is zoned B-1 and has a City of Everett General <br /> Plan designation as Neighborhood Business. (Staff report) <br /> 4. Silver Lake is not included in the City of Everett Shoreline Mester <br /> Program. As a result, the Snohomish County Shoreline Master Program <br /> (Program) is the document reviewed for the proposed Shoreline Fermit. <br /> The shoreline designation of the subject property in the Program is <br /> Urban. The proposed development is a permitted use in an Urban <br /> designated area. (Staff report, Ervine testimony) <br /> 5. Pursuant to the State Environment Policy Act (SEPA), the City of Everett <br /> was the lead agency for the review of environmental impacts as a result <br /> of the proposed development. On January 10, 1997, the City issued a <br /> Mitigated Determination of Non-Significance (MDNS). No appeals of <br /> this determination were filed. (Exhibit 4, Ervine testimony) <br /> 6. The Program contains specific use regulations that are applicable for the <br /> develop��nent of the shoreline. Silver Lake is classified as a significant <br /> shoreline in the State of Washington, and the proposed project exceeds <br /> the $2,500 statutory minimum for development without a Shoreline <br /> Permit. A Shoreline Permit is required. (Ervine testimony) <br /> 7. To date there has been no archaeological data uncovered, and none is <br /> anticipated to be uncovered during excavation or development. <br /> However, any archaeologicai data or historical materials must be <br /> brought to the attention of the City of Everett if uncovered. (Staff report) <br /> 8. The subject property fronts on Bcthell-Everett Hwy (19th Avenue S.E.). <br /> Access to the site will be off the Bothell-Everett Hwy. (Exhibit 3, Ervine <br /> testimony) <br /> 9. Building A (to be developed in Phase I), which will be locaked in the <br /> northeastern portion of the site, is the largest projected structure on-site. <br /> Buiiding B (Phase I) will be located in the westem portion of the site and <br /> will front Silver Lake. Building C (Phase I) will be located in the <br /> southern portion of the site and is the closest structure to Siiver Lake. <br /> Building D is part of Phase II and will be located in the southeastem <br /> section of the sitP. In addition to the buiidings, there are provisions for <br /> parking throughout the site as well as landscaping. The total number of <br /> parking stalls will be 100.
