You may appeal this determination to the City Clerk at City Hall, 3002 Wetmore <br />Avenue no later than 10 days from the date the DNS becomes final by submitting <br />a written statement requesting an appeal which sets forth the name and address <br />of the person aggrieved and a clear and concise statement of the grounds for <br />the appeal. You should be prepared to make specific factual objections. <br />Contact Bob Landles to read or ask about the procedures for SEPA appeals. <br />NOTE: This Final DNS may be withdrawn in the event of significant changes in <br />the proposal, disclosure of new significant information, <br />misrepresentation by the applicant, or failure to comply with the <br />conditions upon which this Determination of Non -Significance is <br />predicated. <br />INFORMATION FOR DEVELOPER: <br />1. Detailed drawings in accordance with City Design and Construction <br />Standards shall be submitted to the Public Works Department showing <br />site parking layout, landscaping, utilities, storm drainage, temporary <br />construction erosion control, and all required improvements in the <br />public right-of-way. Public Works Department approval of these <br />drawings is required prior to any permits being issued. All <br />improvements shall be completed, approved, and warranted before the <br />Occupancy Permit is issued. <br />2. City streets are to be kept clear of dirt and debris at all times <br />during construction. Dust suppression and street cleaning must occur <br />as directed by the Public Works Inspector. <br />3. Performance guarantees are required for the street and utility <br />improvements. <br />4. Permits are required for destination of fill within the Everett City <br />limits. <br />5. A one-year guarantee is required on the public improvements for an <br />amount not less than 10Z of the cost of construction and shall run for <br />one year from the date of issuance of the first Occupancy Permit for <br />the project. <br />6. A two-year guarantee is required for private retention/detention or <br />other drainage treatment/abatement facilities serving areas larger than <br />one acre. <br />7. On-site watermain will be staked within an easement to the City. The <br />easement will be submitted to the City prior to the issuance of permits. <br />8. As-builts of storm sewer, sanitary sewer, and water systems will be <br />required to be submitted per City design and construction standards and <br />specifications. <br />9. A latecomer's agreement for the traffic signal at the 19th Ave. SE and <br />121st St. SE intersection would be available if approved by City <br />Council. <br />-6- <br />
