to provide security for the residents of the apartments. The <br />requirement to locate lights a minimum of 15 feet from the property <br />lines and to require that lights be directed away from adjacent single <br />family properties should minimize excessive light and glare as directed <br />in the adopted SEPA policies. <br />8. The emissions from the additional vehicle trips generated by this <br />proposal should not significantly impact air quality in the area. <br />9. The major impact of the increased traffic from this project will be <br />delays to residents of the area, both entering and exiting from 19th <br />Avenue S.E. When the signal is warranted and permitted by the State <br />Department of Transportation, traffic conditions will improve. The <br />conditions placed on the Mitigated DNS are based upon an area-wide <br />traffic study and are sufficient to mitigate the significant adverse <br />impacts of this development. <br />10. The potential L.I.D. for street improvements to 19th Ave. S.E. will be <br />subject to a future SEPA review and public hearing process prior to its <br />approval. Street improvements will be provided, either by the <br />developer or through an L.I.D. These conditions are adequate to <br />mitigate the impacts of the proposed development. <br />There will be an increased demand for all public services, however, <br />those impacts will be significantly mitigated by the increase in taxes <br />paid by the developer. Adequate fire, police and school district <br />capacity is currently available to serve this development. <br />11. The site plan presented to the City Council shows 25 foot setbacks on <br />the north and south boundary lines and a 15 foot setback on the east <br />boundary line. The 25 foot setbacks shown on the site plan will reduce <br />impacts of the proposal to a greater extent than the 15 foot minimum <br />setbacks required by the Zcning Code. The setbacks as shown on the <br />site plan should become conditions of issuance of the mitigated DNS. <br />12. The City recognizes that the proposal will generate negative impacts on <br />the adjacent single family areas. However, the impacts generated will <br />be typical of impacts associated with Multiple Family Residential <br />development, and will be substantially mitigated by the requirements <br />contained in the mitigated DNS. The proposal will not have a <br />significant adverse impact on the surrounding area. The Applicant has <br />voluntarily agreed to mitigate impacts over what was required in the <br />Mitigated Determination of Non-Significance. These additional <br />mitigation measures will further reduce impacts of the Metco <br />Construction development and should be included as conditions of <br />issuance of the mitigated DNS. <br />
