REVISED (2) <br />DETERMINATION OF NON—SIGNIFICANCE <br />SEPA #74-87 <br />This Determination of Non -Significance shall expire one year from <br />the date of issuance final unless a completed building permit <br />application has been submitted within that time. A request for a <br />one-year extension of this Determination of Non -Significance may <br />be made to the Planning Director prior to the expiration date. <br />DESCRIPTION OF PROPOSAL: The proposed action is the issuance of Building and <br />Public Works permits to allow the demolition of a single family house and barn <br />and the construction of a 3 -story, 192 unit apartment complex. Up to 10,000 <br />tons of pit run grade fill would be placed on the site. Four wetland areas <br />exist on the site. The listed <br />requirements are placed in response to our review of this information: <br />AGENCIES WITH JURISDICTION <br />1. Four wetland areas exist on the site. The applicant should contact the <br />U.S. Army Corp of Engineers to determine if they have any jurisdirtt- <br />over this proposal. (This approval would allow the filling of 2 of the <br />4 areas.) <br />MITIGATION VOLUNTARILY AGREED TO BY APPLICANT <br />At the City Council hearing of October 28, :987, the Applicant voluntarily <br />agreed to comply with the following Conditions •and City Council incorporated <br />these conditions into the Determination of Non -Significance. <br />1. The final site plan must be consistent with the site plan displayed and <br />described to City Council at the October 28, 1987 hearing which <br />includes 25 foot setbacks on the north and south boundary lines and a <br />15 foot setback on the east boundary line. <br />
