The buildings and parking shown on the site plan in these two areas <br />musr be removed/relocated. The revised site plan must be reviewed and <br />approved by the Planning Dept. prior to issuance of any permits. (SEPA <br />Water Policiet' <br />2. Approximately <<e -half of this site appears to drain towards Silver <br />Lake and one-half south towards the stream that drains Silver Lake. <br />There does not appear to be adequate drainage facilities in either <br />direction to accommodate the increased rata and volume of storm water <br />runoff that will result from this proposal. Therefore, an off -cite <br />drainage analysis must be performed by the applicant to determine what <br />off-site drainage improvements are needed to accommodate the increased <br />runoff in a non -erodible, non -flooding manner. On-site detention in <br />addition to the potential off-site improvements will be required for <br />storm water discharging to the south. For storm water discharging to <br />Silver Lake, a baffle type oil/water separator and approximately 200 <br />feet of grass lined swale will be required in addition to retention of <br />the wetland and potential off-site improvements. (SEPA Water Policies) <br />3. Prior to the issuance of any permits, a detailed drainage plan must be <br />reviewed and approved by the City. On-site detention must be provided <br />for all storm events. To the extent feasible, the developer should <br />maximize detention in the wetland areas to provide more efficient <br />detention in one and two year Storms and 25 and 50 year storms. <br />Drainage must be routed so that it does not run off onto adjacent <br />properties. If possible, drainage should be handled in open swales. <br />(SEPA Water Policies) <br />4. Screening of all outdoor refuse disposal areas must he provided so that <br />dumpsters are not visible from adjacent properties or public <br />right-of-way. (SEPA Aesthetics Policies) <br />:5. A minimum of 10% of the site must be provided in usable recreation <br />'&° space for the apartment residents. The wetland areas may be counted in <br />meeting same of this requirement. However, active recreational <br />facilities must be provided for adults and children. Both the Police <br />Department and Parks Department recommend that a 20 foot by 40 foot tot <br />lot or children's play area be included. (SEPA Recreation Policies) <br />6. The access to the proposal must directly align with 121st Street SE to <br />form a 4 -way intersection. (SEPA Transportation Policies) <br />7. A method must be established for oil collection for all the residents <br />to prevent oil being drained into the stream and lake system. (SEPA <br />Water Policies) <br />8. Any grading/fill on this site shall be done so as to not impact <br />adjacent property owners. Any rockery/retaining wall greater than 4 <br />feet high along a property line must be approved by the Planning <br />Department. (SEPA Earth Policies) <br />-3- <br />
