Findin : Due to the "line of site: nature of radio frequency transmissions, it is not <br />practical or technically feasible to enclose an antenna. All electric equipment is enclosed <br />within a secure structure and poses no hazard to the surrounding commercial land uses. <br />Noise will be limited to commercial type air conditions and the noise levels from the I-5 <br />freeway and 19th Avenue SE are much more substantial than the noise which will be <br />generated by the AC units. <br />3. Communication towers and water storage tanks shall be designed to as to be the <br />lowest height possible to adequately serve the needs of the community. <br />Findings: The proposed tower will be limited to the height necessary to accommodate <br />multiple users, provide wireless coverage in the vicinity of the site and to reduce the <br />number of new ceilular towers in the adjacent residential area. <br />Conclusion., The Applicant must conduct radio signal tests and provide other <br />engineering data to demonstrate that the minimum height of the monopole must be 150 <br />feet for adequate signal transmission. <br />4. Maintenance or replacement of existing t,:cilities, and the installation of new <br />utility poles, switch cabinets, pad mount transformers or other similar utility <br />facilities of a minor nature and small scale are exempt from this Subsection. <br />Finding: The proposed monopole is a new facility. <br />Conclusion: This criterion is not applicable to the proposed project. <br />Decision: The proposal is approved as submitted subject to compliance with all <br />City, State and Federal regulations. The following conditions shall apply: <br />1) Federal Aviation Administration -FAA review is required for construction projects <br />exceeding certain thresholds. The proposed 150' foot steel monopole may exceed the <br />100 to 1 criteria as contained in the Federal Air Regulation, Part 77.13(2)(1). The <br />Applicants fill out FAA For 7460-1 and submit it to the Northwest Mountain Region <br />of the FAA. <br />2) Detailed drawings in accordance with City Design and Construction Standards shall be <br />submitted to the Public Works Department showing site parking layout, landscaping, <br />utilities, store drainage, temporary construction erosion control, and all required of these <br />improvements in the public right-of-way. Public Works Department aN,.. <br />drawings is required prior to any permits being issued. All i- tprovements shall be <br />completed, approved, and warranted before Occupancy permits are issued. <br />3) A structwal building permit is required for the antennas and equipment buildings. <br />
