11. Public utilities are available to the site, as are emergency services. As part of the <br /> development, the Fire Department requires a looped water main be installed. <br /> (exhibit#1 -page 3) <br /> 12. Storm drainage should be able to be controlled with the proposed development. <br /> The subject property has an existing storm drainage system and adjoining <br /> properties have not experienced dr:�inage problems. The Applicant will be required <br /> to satisfy City drainage standards and develop a plan to be approved by the City <br /> prior to construction. (Brooks testimony) <br /> 13. TYie Applicant had a traffic survey and study conducted for the proposed project. <br /> After a review of the tra�c coming to the site, it was determined that approximately <br /> 74 percent of the traffic to the site arrived at the facility directly off East Marine View <br /> Drive, while ihe remaining 24 percent of the traffic arrived at the facility off 9th <br /> Street. (exhibit#1) <br /> 14. The level of service for traffic at the four intersections that would be most impacted <br /> by the tra�c volume increase (10th/Poplar, 12th/Poplar, 10thlEast Marine View <br /> Drive, 12thlEast Marine View Drive). All are Level of Service "A" with the <br /> exceptions of 10th/East Marine View Drive, which is Level of Service "B", and <br /> 12th/East Marine View Drive, which is Level of Service "C". These Level of Service <br /> designations �ill not be changed with the projecPs increased generated traffic. <br /> (Wentz testimony, exhibit#9 -page 13) <br /> 15. During the SEPA review, traffic was considered. Impacts to the streets, as a result <br /> of the proposed development, were identified. To mitigate these impacts and as <br /> part of the MDNS, the City required improvements be made to 10th Street from the <br /> southwest property line to the intersection of 10th and Poplar. These improvements <br /> of 350 lineal feet include off-site improvements of sidewalks, curbs, gutters, and <br /> streets. They wili result in pedestrian safety from the site, from the neighborhood, <br /> and especially be beneficial to the students who attend Hawthorne Elementary <br /> School located southwest of the subject property. (exhibif#1, exhibit#7) <br /> 16. Both 10th Street and Pine Street are considered collector streets. The amount of <br /> traffic to be generated by the proposed development is an additional 161 vehicular <br /> trips per day. These two streets have the capacity to carry the additional traffic. <br /> (Wentz testimony, exhibit#9 -page 18) <br /> 17. Pine Street is currently improved with asphalt streets, curbs, sidewalks, and gutters. <br /> No additional improvements must be made to Pine Street. (l�✓entz testimony) <br /> 18. There are no established standards for parking for govemmental uses in R-4 zones. <br /> The Everett Municipal Code (EMC) 19.34.030 allows the Planning Director of the <br /> City of Everett to make a determination as to the adequacy of the parking.
