19. As part of the traffic study, a parking review was made. It was determined that <br /> approximately 233 parking stalls are required to meet the maximum demand. This <br /> figure was determined following a review of the parking data submitted by the ! <br /> Applicant that identified a need for 233 parking stalls. (exhibit#1, exhibit#9) <br /> 20. As depicted on exhibit#4, there will be twc access points to the proposed site. The <br /> public entrance is proposed off 10th Street with direct access to public parking and <br /> the main entry of the building. Police 3ccess will be located off Pine Street in the <br /> northeast corner of the site. The poli�e entrance will have an entry drive and a <br /> vehicle "sally-port", which will be used to provide direct access of the juveniles <br /> being brought to the facility for detention purposes. (exhibit#1, exhibif#4) <br /> 21. Pedc�strian circulation will be provided within the site. The facility will have <br /> perimeter sidewalks along street frontages and interior sidewalks between <br /> buildings, streets, and parking areas. The proposal will provide a logical route for <br /> pedestrian circulation. (Ty/er testimony, exhibit#1) <br /> 22. Governmental buildings within the City of Everett are regulated through the Use <br /> Stanclard Table as set forth in the Everett Zoning Code (EZC). On page 13-04 of <br /> the E:'_C, the setback standards for govemment buildings are established. Buildings <br /> must be a minimum of 10 feet from the front and street side lot lines and five feet <br /> frum tFie interior and rear lot lines. The proposed facility will be 35 feet from the <br /> nurth; �i5 feet from ;he south; 215 feet from the east; and 11 feet from the west. The <br /> setbacl< requirements for governmental buildings are satisfied. (exhibit#1) <br /> 23. The prapo.sed building will be approximately 40 feet in height. This calculation is <br /> made by a�ieraging the four corners of the structure. The height is within the SO foot <br /> limitatinn of the maximum building height. The structure will be approximately <br /> 110,000 square feet on rivo f:oors above grade and a half basement. The facility <br /> will contain 100 beds for juvenile detention housing, a school for juveniles, a first aid <br /> statian, kitchen, a multi-purpose gym, recreational yards, three courtrooms with <br /> judges' �:hambers, staff offices, prosecuting attomey o.ffices, and other <br /> admir�islrative o�ces. In addition, the Department of Social and Health Services <br /> will have an office on-site. The proposed structure will be approximately 165 feet in <br /> width and will encompass approximately 1/3 of the frontac�e on the north property <br /> line. The site is of adequate size for the proposed structure. (exhibit#1, exhibit#6) <br /> 24. The properties to the north and east will have little, if any, visual impact due to the <br /> devedopm�nt of the site. Because the structure will be developed in a depression <br /> on-si1e, it will be visually screened with landscaping, and separated from the east <br /> singlE+-family dwellings by a parking lot of 233 parking stalls.
