Because the facility will provide a juvenile justice complex, it is a need of Snohomish <br /> County and the City of Everett. It will provide a facility that can adequately pracess <br /> juvenile criminal and civii disputes. The need was furt!�er demonstrated by the <br /> voters of Snohornish County who passed Proposition 6 on February 4, 1994. <br /> (findings of fact�i5 and#6) <br /> 8. The streets surrounding the subject property can carry the traffic of the proposec+ <br /> use. With improvements on 10th Street from the southwest property line to rhe <br /> intersection of 10th and Poplar, the street is able to carry the traffic generated by <br /> the proposed site. Pine Street is adequate ir its current state to carry the proposal's <br /> traffic. (finding of fact#15) <br /> 9. Utilities and public services are required and are available to the site. (finding of <br /> fact#11) <br /> 10. The traffic to be generated by the proposed project will not significantly increase. <br /> The facility currently has traffic ingressing and egressing the site. As noted, 10th <br /> Street and Rine Street are adequate to handle any increasa of traffic. (finding of <br /> fact#16) <br /> 11. Pedestrian circulation and public safety have been adequately addressed. Adequate parking is proposed for this facility. Althuugh there are no parking <br /> standards, the proposed �J3 parking stalls will satisfy the parking needs for the <br /> proposed facility. (finding of fact#19) <br /> 13. The proposed structure of 110,000 syuare feet to be located on the 5.9 acre site will <br /> be compatible with surrounding properties. With landscaping as proposed, <br /> including ihe modification from the landscaping standards, as reGuested by the <br /> Aoplicant, along with the pla�ement of the building in a depressior: on the site, <br /> impact to adjoining properties will be limited. (findings of fact#23 & #27) <br /> 14. The number of signs proposed by the Applicant is reasonable. In order to satisfy <br /> the sign area standards.
