24. The tenant lease or rental agreement for the project must contain a clause prohibiting vehicle <br />maintenance on the site. A covenant must be recorded and signed by the owner stating that such a <br />clause will be written into the tenant leases and/or rental agreements. <br />25. All storm drains in the development must be stenciled with a message similar to "Dump no waste, <br />drains to steam." This message is typically spray painted onto the ground adjacent to the catch <br />basin with use of a stencil. The stenciling needs to be repeated, approximately annually, when the <br />paint wears off. The developer/owner may either p=.rform the stenciling, or give permission for <br />volunteer groups to enter onto the property and perform the stenciling. <br />26. Any work within the stream's high water mark will require a Hydraulic Projects Approval from the <br />State DepaRment of Fisheries. <br />27. Any work within the stream buffer or stream will be restricted by City standards to the p�:riod <br />be:ween June 15 and September 15, during dry weather only. Seasonal limitations wculd also be <br />likely as Department of Fisheries co�ditions. The most stringent �imitations �uould apply to any <br />stream alteration work. <br />28. Access - The International Fire Code requires that all new structures shali provide Fire Department <br />access roads to within 150 feet of all portions of the ground floor. Fire Department access roads <br />(Fire Lanes) shall provide a minimum of 20 feet in width of unobstructed, paved drivin� surface with <br />a minimum clear height of 13'6". Fire Lanes wili be posted and maintained as required by the Fire <br />Department. <br />29. Turnarounds Required - Roads with a length of 301-500 feet must be 20 feet wide; 80' diameter cul- <br />de-sac, 120' Hammerhead or Y and 80' Tze is required. <br />30. Fire lanes shall be provided as required in Everett Municipal Code 46.44. Fire lanes shall be <br />identified by red curbs with white stenciling stating "NO PARKING - FIRE LANE" and verticai signs <br />stating "NO PARKING - FIRE LANE - TOW AWAY ZONE." Location shal! be approved by the Fire <br />Marshal. <br />31. Premise Identification - Premises shall be clearly identified by the correct address at the street entry. <br />Buildings shail be clearly identified so as to be visible and Iegible from the access road. Individual <br />apartments and suites, where applicable, shall be clearly and legibly identified from the access road. <br />32. PREMISE IDENTIFICATION AND ALL REQUIRED FIRE DEPARTMENT ACCESS ROADS AND <br />FIRE HYDRANTS SHALL BE IN SERVICE PRIOR TO COMMENCEMENT OF CONSTRUCTION. <br />33. A fire hydrant is required within 350 driving feet of every one- or two-family dwelling structure. <br />There shall be a hydrant near the entrance on 7th Avenue SE. <br />34. Fire Flow - Minimum fire flow requirements for single and two-family residences under 3600 square <br />feet is 1000 gpm; over 3600 square feet, fire flow is according to 2003 International Fire Code, <br />Appendix B. <br />35. The Public Utility District has commented that it presently has sufficient electric system capacity to <br />serve the proposed development. The Developer will need to furnish a letter to the PUD stating that <br />the proposed development is ai;-space condominium's and also furnish a print and cad file with lot <br />lines. <br />
