e) Prior to issuance of any permits, landscaping plans mv�t be reviewed and aoproved by the <br />Planning Department per Section 35.100 of tha Zoning Code. The landscaping plan must <br />show location and dimensions of required vegetated swales, wetponds, detention ponds, <br />rockeries and retaining walls, and grading at 2 foot intervals. Irrigation systems must be <br />provided in all landscaped areas per Section 35.130 of the Zoning Code. A 2 year <br />maintenance assurance device must be provided for the landscaping per Section 35.1306 of <br />the Zoning Code. <br />42. For the proposed 23 units a minimwn of 6,900 square feet of open space is required on site per <br />Section 15.040 of the Zoning Code. Calculations for open space areas must be provided on the <br />plans submitted for building permits. <br />43. On site recreation facilities must be provided per Section 15.050 of the Zoning Code. For the 23 <br />units the project will have a recreation impact of .69 acres. Prior to the issuance of Building Permits, <br />the Planning Department must approve a plan for on-site recreation faciiities. As past of the building <br />permit application m the applicant must submit a recreation plan including standards and <br />specifications for proposed zquipment. If sufficient information is not known at time of submittal fcr <br />building permits, minimum specification or examples must be provided. Prior to the issuance of <br />Building permits, the Planning Department must approve a plan for on-site recreation facilities. Tot <br />lots or spoR couRs must be located in central areas, where adequate supervision of children can be <br />provided. The sports court es shown on the site plan on file with the City dated January 14, 2005 is <br />approved and only details regarding the recreation equipment is necessary at time of building perrriit <br />submittal. The picnic area shall be shown at time of building permit submittal. <br />44. A biological assessment for this project has been required in order to provide an analysis of the <br />effects the project action may have on species that are endanyered or threatened (candidate). <br />Specific construction techniques have been provided in a biological evaluation report and a stream <br />mitigation plan prepared by Wetland Resources dated June 21, 2002 and April 21, 20Q3, <br />respectively. These construction techniques and all other recommendations identified within the <br />report and mitigation plan are incorporated as conditions of approval and must be completed for the <br />proposed development. <br />45. The stream and wetland features that exist on site are defined as environmentally sensitive areas <br />under Section 37 of the City's Zoning Code. A stream mitigation plan including buffer enhancemeni <br />has been prepared by Wetland Resources date�i Aprii 21, 2003 to address the impacts of the <br />proposed development and the mitigation measures for the site. The report provides detailed <br />requirements regarding the timing, planting, monitoring, contingencies, assurances, and construction <br />techniques that must be provided fo� the proposed development. Compliance with all <br />recommendations of the plan are required for the proposed development and copies of the plans <br />must be included in the plan set that are submitted for building permit. <br />46. A suitable guarantee for completion of the mitigation requirements equal to 300 percent of the <br />estimated costs must be filed �vith the City pr�or to issuance of permits if the p�antings are not to be <br />installed prior to issuance of building permits. <br />47. Prior to issuance of construction permits an Environmentally Sensitive Area Covenant shall be <br />recorded with the Snohomish County Auditor's Office for the environmental features and buffers <br />located on site. Copies of the covenant are 2vailable from the Planning Department. <br />48. Prior to issuance of permits the Environmentally Sensitive Area and buffer shall be fenced and <br />posted per the approved site plan. Signs shall be space� approximately 50 feet on center, and are <br />available for pick-up in the Planning Office. <br />
