A request for a one yea ' t _`P, r <br />this Final Declaration of Nonsignificance may be made to Planni <br />Director prior to the expiration date. <br />7 <br />1"I <br />Description of Proposal: CITY OF ^EVERETT <br />Public works ti,op. <br />The proposed action is the issuance of grading and building permits to allow the <br />construction of a 4,000 square foot warehouse and a future 6,000 square foot <br />warehouse. The following factors were considered and the listed requirements were <br />placed in response to comments submitted during our review of an Environmental <br />Checklist for this proposal: <br />1. The site is zoned C-1 General Commercial Zone, which would allow the <br />proposed use. The site is currently vacant and gravelled. <br />2. Access would be via 7th Avenue. The access to the easterly portion of the <br />parcel is currently reduced and partially obstructed by campers and RV's <br />(from the contiguous R. V. repair business) which are parked diagonally <br />along both sides of the 60 foot access strip. <br />3. Standard street improvements do not currently exist on 7th Avenue. <br />4. Drainage must be designed in conformance with the City's Drainage <br />Ordinance. Visible signs of dumping materials in front of the existing <br />industrial paint coatings use run into the drainage swale to the east. <br />5. Detailed drawings shall be submitted to the Public Works Department <br />showing parking layout, landscaping, utilities, storm drainage, temporary <br />construction erosion control, and all required improvements in the public <br />right-of-way. Public Works Department approval of these drawings is <br />required prior to any permits being issued. All improvements shall be <br />completed, approved, and bonded before the Occupancy Permit is issued. <br />6. City streets and alleys are to be kept clear of dirt and debris at all times <br />during construction. Dust suppression and street cleaning must occur as <br />directed by the Public Works Inspector. <br />7. As-builts of storm sewer, sanitary sewer, and water systems will be <br />required. <br />Water asbuilts must be in the form of the original stamped mylar and shall <br />be submitted with easements as required within 30 days of connection. A <br />15' foot easement will be provided for the 6" water line or a detector check <br />valve assembly will be required. <br />Storm and sanitary sewer systems can be submitted as prints and must be <br />submitted before the Occupancy Permit is issued. <br />
