21. Each uniYs owner covenant/renant lease or rental agreement must contain a clause <br />prohibiting vehicle maintenance on the site. A covenant must be recorded and signed by <br />the project's initial owner stating that such a clause will be written into fumre owner's <br />covenants and/or the tenant leases or renta! agreements. <br />22. All storm drains in the development must be stenciled with a message similar to "Dump <br />no waste, drains to stream". This message is typically spray-painted onro the ground <br />adjacent [o the catr,h basin with the use of a stencil. The stenciling needs to be repeated, <br />approximately annually, when the paint wears off. The developer/owner may either <br />perform the stenciling, or give permission for v�lunteer groups to enter onto the oroperty <br />and perform the stenciling. <br />23. Parking must be per Ciry Zoning Code and Ciry Design and Construction Standards and <br />Specifications. For the 32 one and two bedroom units proposed, a minimum of 64 <br />parking stalls are required. A minimum of two (2) handicap spaces must be provided. <br />24. A pedestrian circulation system for the site must be approved by the Planning Director <br />and Traffic Eng;.^.eer prior to the issuance of any building permits. Wafkways must <br />allow pedestrians ard wheelchairs to gain easy access from sidewalks and bus stops to <br />building entrai.ces through the use of paths which are physically separated from vehic.le <br />traffic and maneuvering areas. (See the Ciry's Design and Construction Standards and <br />Specifications Mannal and Section 39.165 of the Zoning Code.) <br />25. Placement aud screening of reiase disposal areas must be provided per Section 39.080 of <br />the Zoning Code as follows: <br />Garbage receptacles, dumpsters, and recycle bins shall be provided in all multiple family, <br />commercial, industrial, and instiwtional developments and shall not he located in a <br />required front yard setback area, or street side setback area for corner lots. Where an <br />alley abuts a lot, the garbage receptades, dumpster, or recycle bin shall be located <br />adjacent to the alley. <br />All garbage dumpsters and recycle bins must be screened from view from the street and <br />from adjacent properties. This screening may be done using dense vegetation or by <br />placing the dumpster or recycle bin in a structural enclosure. <br />For specifics on design of refuse and recycling facilities, contact Rubatino Refuse <br />Removal, Inc. at 259-0044 for areas generally north of 112th Street. For areas east of <br />I-5 from Valley View south, contact Waste hlanagement Northwest, Inc. at 337-1197. <br />26. Any rockeries or retaining walls proposed in required setback areas must be in <br />conformance with Section 39.150 of the Zoning Code. <br />27. Rooftop mechanical equipment, including vents, must be screened per Section 39.040 of <br />the Zoning Code. <br />28. Building setbacks must be a minimum of 20 feet front yard, 5 feet side }•ard and 10 feet <br />corner and 5 feet rear yard. Building height shall be a maximum of 35 feet, except that a <br />maximum of 28 feet is perrpitted within 50 feet of' R-5, R-S-I, R-1 or R-2 zones. <br />NOTE: .The wet pond and six (6) foot high fence cannot be located within the twenty <br />(20) foot setback area along 9th <br />
