If an infiltration basin is not feasible, a wetpond will be required to treat runoff from paved <br /> surfaces. Roof downspout infiltration systems, designed and constructed in accordance <br /> with City Standards, should be used to the maximum extent practical to dispose of rooftop <br /> runoff. The location of the wetpond must be on private property, not within public right- <br /> of-way as shown on the preliminary plan. <br /> 13. The location of the wetpond may be within the west half of the public right-of-way, of <br /> unopened Meridian Avenue. A wetpond in this location would need special design to <br /> allow for the collection of subsurface flow in the wetpond without the transference of such <br /> flows downhill from the wetpond. If the wetpond is provided in the public right-of-way, it <br /> must be sized to treat any runoff from Upper Ridge Road which enters the site. If the pond <br /> is not provided in the public right-of-way, runoff from Upper Ridge Road may be collected <br /> through the pond without an increase in the size of the wetpond or the runoff from Upper <br /> Ridge Road may bypass the pond. <br /> 14. A specially designated area will be required for washing of cars by tenants of the site. The <br /> area must be hydrologically isolated from the rest of the site, be covered, and washwater <br /> from the area must drain to the sanitary sewer after washwater is pretreated in accordance <br /> with the City's Industrial Pretreatment Program requirements. Signs must be posted on the <br /> site limiting car washing to the designated area only. The tenant lease or rental agreement <br /> must contain a clause prohibiting car washing on the site outside of the specially designated <br /> area. A covenant must be recorded and signed by the owner stating that such a clause will <br /> be written into the tenant leases and/or rental agreements. In addition, a note stating that <br /> car washing is only permissible in the designated area must be included on the storm <br /> drainage plans. <br /> As an alternative to the specially designated car washing area, hose bibs can be eliminated <br /> from the site or tenant access to them prevented. If this option is exercised,the tenant lease <br /> or rental agreement must contain a clause prohibiting car washing on the site. A covenant <br /> must be recorded and signed by the owner stating that such a clause will be written into the <br /> tenant leases and/or rental agreements. In addition, a note stating that car washing is <br /> prohibited on the site must be added on the storm drainage plans. <br /> The tenant lease or rental agreement for the project must contain a clause prohibiting <br /> vehicle maintenance on the site. A covenant must be recorded and signed by the owner <br /> stating that such a clause will be written into the tenant leases and/or rental agreements. <br /> 15. All storm drains in the complex must be stenciled with substantially the following <br /> language: "DUMP NO WASTE, DRAINS TO STREAM." This reminder is typically <br /> spray painted on to the ground adjacent to the catch basin with the use of a stencil. The <br /> treatment needs to be repeated, approximately annually, when the paint wears off. The <br /> developer/owner may either perform the stenciling, or give permission for volunteer groups <br /> to enter onto the property and perform the stenciling. <br />
